Air 1 1 el.inil, as president of the United

Jn his annual message, dated Dec. 0.
VSO, Mr Cleveland, referring to the con
ilrmtion of penitential ies for the confine
ment of all prisoners convicted and feen
trnred in United States courts, says:
"Upon consideration of this subject it
might be wise to erect more than one of
these institutions located at such places as
would best suberve the purposes of busi
ness aud economy iu transportation. The
cons.ilernlile cost of maintaining thou
convicts, as at present, in state institutions
would he saved by the adoption of the plan
proposed; ami, by employing them in tho
manufacture of such articles as were
needed for use by the government, finite a
large pecuniary benefit would be realized
in partial return for our outlay."
Hostility to La hoc KoToi-ms.
Vot only hy his ugly recommendation,
Imt by actually twice preventing the full
t iactment of anti-convict labor laws, has
Mr Cleveland demonstrated his desire to

in lKss, he killed by "pocket vetoes" acts
