PREFERENCE FOR VETERANS.
The prof eronoe accorded to veteran soldiers
In publlo employment should be secured to them
honestly and without evasion and when capa
ble and worthy their olalm to tho helpful regard
and gratitude of their countrymen should bo
ungrudgingly acknowledged. Cleveland's Let
ter of Acceptance.
This is Candidate Cleveland talking.
A few years ago President Cleveland
was acting. He was turning out
Union soldiers and their widows every
week. He was not removing ltepub
licun veterans to give their places to
Democratic ex-soldiers. No; these
latter had us little consideration from
him as their Republican comrades It
was political heelers and ox-rebels
"who had the call" then. Such
Democratic Generals as Sickles, Slo-
cum, John M. Palmer, A. V. Rice,
Durbln Ward, Aqulla Wiley, etc.,
had very little consideration from the
White House. But one Union soldier
appeared in ills Cabinet though
there wefae two Confederate Brigadiers
holding portfolios. The Quartermaster-General
of the defunct Southern
Confederacy was huuted up and his
political disabilities removed, in order
to give him the bierth of En voy Extra
ordinary and Minister Plenipotentiary
to Austro-Hungary. Daoney H.
Maury, a rebel Major-General and a
bitter Secessionist, was given the
Ministry to the United States of Col
ombia. Ex-rebels of various ranks
were appointed Ministers to Bolivia
Brazil, Mexico, Persia, Rouuiania
and Venezuela; and the same partiality
for those who had borne arms against
the Government was displayed In all
the appointments.
The section of the Revised Statutes
of tho United States giving preference
to honorably-dlschareed sol and
callow of the Government for all ofll
ces and employment was a dead letter
from March 4, 1885, to March 4, 1889,
when Grover Cleveland gave way to
Benjamin Harrison.

A SENSIBLE MURDERER.
One of the most sensible things
lately chronicled of any wrong-doer
comes from California. Ono Smith
shot his wife and cut his child's throat,
He was arrested and taken by the
Sheriff aboard a train en routo to Jail
but a posse of citizens boarded tho
train, took tho prisoner to a conve
nient tree and hung him. Before tho
final act lie said: Gentlemen. I de
eerve It; I did wrong,"
It Is not always, or even generally,
Hint a subject or Liyncn law passes
sentence ot condemnation upon him
self. It Is not always that the guilt of
the victim Is bo well established. The
general publio will agree with this
sensible murderer that he deterred
bauKiug. The other day some citizens
tlowu In Louisiana took a negro from
his hut and hanged him. He protest
ed his Innocence to the lust, and
within a week It was discovered thai
the man was Innocent. The victim
was beyond reclamation, and we do
not hear that the mob of executioners
have been called to account. We
suppose It will bo charged up as an
other miscarriage of justice, and the
men who could not wait for theslower
and more certain process of law will be
excused on the ground thut human
judgment Is fallible.
The California murderer was sensi
ble. His taking oil was not sensible.
The man was a ward of justice, and
hould have been sacred from the pro
fanation of violence. Though he ad
mitted his guilt he had a right to ar
raignment and trial, and as he deser
ved hanging, his right to be turned oil
lu a legal manner cannot be questioned.
The law's delays are many and not
always tolerable to the impatient.
But in this case there was no reason
able question of justice at the end..
The people of California should make
it appear that such anticipating of
justice cannot be allowed togouure-
buked. The fifteen men who hung
Smith, after he had thanked them for
the short shrift they proposed, should
be given the privelege of justifying
their rash act.

schooner May Bell, just arrived from
Cooper Island reports an exciting adven
ture Auk. 29.
The schooner was anchored seventy
uiilos north of Behrinc Island In a ilcnso
fog whith lifted suddonly, revealing a
Russian cruiser a short distance away.
Tho latter made no signal and lowered
no boats, but simply sent a shot across
tho schooner's bows which missed the
rigging only by a few feet.
Tho Indian crew in terror hoisted nil
tails, the captain's order being unheard
or unheeded in the excitement.

from the Russians which pifrced tho
schooner above tho water lino, going com
pletely through her forecastle.

mander apparently being satisfied with
tho bombarding of the helpless scaler.
Luckily lor tho latter the tog thickened
and in it she escaped.
the dumugos were patched up at the
nearest beach and the schooner cams
home.

Dublin, Oct. 10. Parnoll Day was
observed with univorsal mournins:.
Twelve special trains brought thousands
of pilgrims from Gnlway and Cork to tho
Glasncvcn Cemetery. Hundreds of
wreaths were heaped on Pnrnell's gravo.
Mrs. Kitty O'Shea Parnell placed three
wreaths nnd a great mass of cut flowers
upon the grave.
The procession formed at Stephen's
Orcon and proceeded to a snot outside
the cemetery, led by a hand playing tho
Bead JIarch and by a memorial car. J.
J. O'Kelly delivered the oration of the
day. In the procession and at the meet
ing nearly overy city In Ireland was rep
resented. Dublin is in the deepest mourning.
All the municipal buildings are draped in
black. Clubs, hotels and private houses,
with but few exceptions, have shown,
signs of mourning. Many of them have
hung out Pnrnell's picture frainod in
crape. Everybody wears the ivy.
HAMBURG HERSELF AGAIN.

Hambuho, Oct 10. For the first time
since the plague broke out this city has
resumed its usual appearance. Music in
the streets has been permitted since yes
terday noon and dancing in tho dance
halls began last evening. Everybody ex
cept the unemployed has been in the beer
gardens or on the promenades and tho
attendance at church services Is again
falling to its normal slsto.
Up to last night 2,000,000 marks had
boon contributed to tho relief fund.
Soveral persons have been caught collect
ing money ostensibly for the relief fund,
by solicitations from house to house.
They have been Imprisoned for swindling
nnd warnings against other such collectors
havo boen issued by the relief committee.
I he number of fresh cases yesterday
was 81; ot deaths, 7: of burials, 182. In
Altona there were five fresh cases and
four deaths.
DAHOMEYANS RETREATING.

Pahis, Oct. 10. Colonel Dodds, who Is
commanding the expedition against Da
homey, reports that one of his parties of
skirmishers was attacked on Oct. C, but
tho main body repulsed the enemy, with
heavy losses. The French lost four
Europeans and three natives, and eight
Europeans and fourteen natives were
wounded.
A fresh column crossed the Duzon Pass,
The battlu lasted for several hours, when
the French were victorious and carried
the intrenchmcnts at tho point of the
bayonet. The French total losses were
live killed and twenty wounded.
The Dahomeyans established four lines
of dofense, two of which havo fallen Into
the hands of the French.
ALARM IN IRELAND.

disguised that the agricultural outlook
In Ireland for the winter is gravo," says
O'Connor in the Sunday "Sun."
"This is as true of Ulster as of the
South of Ireland. The Increased activity
ot ovictors thus becomes a serious
thing. Landlords cannot in justice be
permitted to exact rent which the people
have not been able to extract from the
land. The people, thus assailed by the
landlords and pinched by nature, ought
to loin together in self defense.
'It is expected that the Irish party
will shortly summon numerous conven
tions throughout the country, at whloh
the best method of confronting the situa
tlon will bo discussed."
Jewish Conclave Postponed,
New York, Oct. 10. The conclave o
Jewish Rabbis, which was to have opened
In this city yesterday, has been postponed
for four weeks in obedience to the wish of
Chief Rabbi Joseph, who was besought
by tho Western Rabnis to postpone It bo
yond the Jewish holidays aud the time ot
the Columbus celebration. The date of
the conclave has not yet been decided
unon. The conclave has been called to
discuss the trouble caused by the deter
ntnatlon of the reform Rabbis to disponss
with the Abraham Ic rite lu the case ot
adults received into tho Jewish faith.

Company of New Jersey declines to join

& Reading will make an application f or
severance.

at the Keystone lodging house, where he
has been staying for tho past week, died
at the hospital under very suspicious

band near Martinsburg, W. Va.
