The advisory Council of the Junior
Order United Amerlcuu Mechanics, of
Allegheny county, directly represent
ing a membership of 25 000 voters in
Allegheny county, comprising mem
bers of the different political parties,

MAINE NEWS.
The Pbllitdelphia. North American
facetiously says our Deniocruts are
rising Hko the boy who fell out of the
cherry tree In Vermont the other day,
and with the saniejoyfulsurpilBethoy
asK, "Ain't I dead?" They have not
even elected a rum Sheriff in the
worat rum hole in the State of Maine,
nor a single member of Congress, nor
hardly enough members of the Legis
lature to count. On the other hand,
the llepublicans have elected a Gov
ernor, a Legislature, a Congressional
delegation aud nietty much all of the
county ofllcers. Of the sixteen coun
ties of Maine the Republicans have
carried thirteen, uud their candidate
for Governor will be elected by a
majority of ten thousand.
That is what some of our facetious
Democratto orgaus call a "Hepubllcan
slump." They evidently feel like re-1
joiclng that the Republicans did not
curry the whole sixteen counties and
the Legislature solid. It is a moat

The fact that the Republican majority
is not as larce as it was in the Sen-

It has been reduced to an almost

rail may break, a train may run oil the
track, and cause great loss of life and
property, or a bridge may prove too

of six collisions are the result of dis
obedience to orders. If switches are
misplaced, they are the result of
neglect on the part of somebody, and

the engineer pletdud that the denso
fog prevented him from seoing the
signal, which may have been the case;
but if tho fog was as dense as stated,

were? The block system, to thor
oughly tested on the Pennsylvania
liallroad, is almost a positive speclilo
uguinst collisions, If the rules regulat
ing It are stricltly observed, and no
doubt the train regulations on other
roads are nearly as perfect a protection
against accidents; but until employe,
and especially engineers, obey to tho
letter the laws laid down for their ob
servance, there will continue to be
appalling disasters.

here varies between 70 and 75 degrees
Fahrenheit. The ulr is humid and op
pressive, and the city is suffering under a
dead calm. I
Tbore have been 087 fresh cases to-day,
or 11 less than yesterday; 313 deaths, oi
ten more than yesterday; 845 burials,
or 18 more than yesterday. Iu the chol
era hospitals and barracks tho u umbel
of patients is 3,008. '
Some 2,800 of the patients now umlci
treatment are of the dregs of tho city's
population. They live in abject misery
iu the filthiest quarters, and lire ot the
class which has suffored most severely
from every epidemic of the last fifty
years.
Tho other 300 patients, with hardly a
dozen exceptions, belong to the families ol
luirly prosperous artisans. Or tho per-
sons who havo died of the cholera in the'
last three weeks, 3,010, or about 40 per
cent., were children.
In 1,000 fnuiilies both parents have
beon taken, and thus 2,400 orphans have
been left a charge on the community.
Tho Board of Health havo just finished
an investigation of tho tenement districts
of Hnium, Horn, Barmbeck and Hammer
brok. Au iippalliug condition of alfairs
was revealed.
A member of the Investigation com
mission says that even sinco the outbreak
of tho plague the poople have defied overy
law ot sanitation. Hardly a tenement
liouHe wus found in the four suburbs
where nnysunitary convenience whatever
had been provided by the landlord. Cess
pools behind most of the tenements have
been filled with decaying garbage, while
In tho houses, hardly thirty f eot o(T, per
sons wero sleeping sevuu or eight in ;
room.
Since the scarcity of employment has
bceu felt, the commissioners said, tho
people in these houses have only had veg
etables and refuse meat to cut. After
deaths from cholera they hnve neglected to
uso any of the disinfecting materials de
livered to them, uud have put on dead
men's clothes beforo sanitary officials
wero notified of the deaths.
The people from these localities have
constituted, consequently, two-thirds of
the victims of the plague, and are still
filling the hospitals with their slck. In
Wandeback, whero the cholera was sup
posed to have been stamped out, there
were some ii5 uew cases und 13 deaths to
day. The outbreak is said to be due to the
impossibility ot collecting all tho clothes
in the death rooms for disinfection. As
soon as the people apprehend that officers
are coining tbey smuggle uway garments
which they think might be injured by
disinfection.
The expected rush homeward, prophe
sled for the last part ot tuts week, has not
come, and probably will not come until
the sick list and death list shall have
been considerably shortened.

rived yestorday from Hamburg, con
signed to dealers in ixjnuon. As the
fruit was souud, the health officers con
cluded they had no right to confiscate
it, and most of it went to jam factories.
Cadiz, Sep. 17. AU vessels arriving
from Now York are under an order just
Issued, to bo subjected to quarantine at
Spanish ports. The passengers will thus
be protected from catching a variety of
diseases prevalent in Spain,
St. Petersburg. Sen. 17. The cholera
epidemic is subsiding throughout Tiussia.
To-day lu bt. Petersburg there were olght
deaths trom cholera, anil Ufty-nlne per
sons were seized with the disease.
I'Anis, Sep. 17. There were four
deaths from cholera, yesterday, in this
city, according to the official report, and
fifteen new casts.

from Antwerp, is detained in quarantine
at Gravesend, with one case of cholera
tu board.

Prown has not come to a decision in re
gard to the petition of Newport citizens
lor a special meeting ot the General As

pected, however, that he will convene the
Assembly the first week iu October.

Department that, by a decree of the Mex
ican Government, corn, cornmeal and
beans will continue to be admitted free
from tariff duty until the 30th of next
