The State Commission in Lunacy have issued orders for the transfer of the remaining insano patients, 2!) in number, in the Broome County Alms House, and 01 patients now in tho Willanl Stato Hospital, who for merly resided in tho counties of tho Southern tier, to tho Blngbamton State Hospital, in ordor to have them nearer their friends and relatives for convenience of visitation. These 100 patient will just fill the recorul of tho State care cottages which have been erected on the grounds of the Uhighumton State Hospital. Grand Maiter Wil kinson of the Order of Trainmen hold a conference yesterday with several men occupying various positions in the rail road labor organizations. The conference whs held behind closed doors. Two representatives of looal railroad labor or ganizations wero closeted with thu com pany for over two hours. It is said the subject under discussion was the trouble on the Heading, Mr. Wilkinson is now on Ills way to Philadelphia to meet the heads of tho other railroad organizations. As to the anticipated strike, this is what Mr. Wilkinson had to say: "I cannot tell you anything of tho matter beyond this: for a lone time tho men on the Reading Kail road have been complaining of the treat ment they received. There are good reasons for believing that tho sealed in structions which woro yesterday delivered to Admiral Walker on board the Chicago entrusted him with a mission more im portant, perhaps, than any that has been confided, to an American naval ofllcer in recent voars. The protracted conferenco which Projl dent Harrison held with Acting Secre tary of State Adeo on his recent visit to Washington; the long consultation be tween Secretary fit the Navy Tracy and Mr. Adee before Admiral Walker's In structions were finally agreed upon; the carefully worded offlcial statement given out through these dispatches that Aduil' ral Walker "was direoted to pursue h vigorous course in deal ing with tho situa tion, especially in connection witu foreign aggression," all take on new significance when the fact is stated that Admiral Walker's mission to La Guayra with his squadron will bo to proffer tho friendly intervention of the United States to tho Venezuelan authori ties, whoever they may be by the timo ha arrives out there, for tho purpose of pre venting the llual absorption of Venezue lan territory by Great Britain and fur ther to securo tho restoration of the status quo as to boundaries as it existed prior to 1877, aud to obtain consent for the submission to arbitration of the questiou of title to the territory in dis pute between the two governments. The keynote of tho whole expedition is to be found in tho following extract from a dispatch addressed to Mr. Blaine before his resignation of the State Department portfolio, by Mr. Peraza, the Venezuela Minister at Washington. "The Hon. Mr. Blaine Is already aware that agents of tbe government of Great Britain have taken possession, unduly and rorcmiy, ot tbe port of tlurima, at tho mouth of the Orinoco, which up to that time hud been possessed by Venezue la, whoso title to it was indisputable. It is only necessary to cast a glance at tbe map of South America in order to sea the vast importance of this aggressive step of Great Britain. When a European mari timu power has once obtained a foothold at Barlma, it absolutely controls the Ori noco river und its numerous aliuents. Through that artery it may penetrate as far as the Rto de La Plata. This is not a daugerwbich threatens Venezuela alone; it threatens an Atnerla, and Is more seri ous than the possession of the Panama canal by a European power. Mr. Peraza, on behalf of the Venezue lan Government, earnestly and almost pathetically begged tho United tatQs Government to intervene to prevent tbe republic from final disruption and to se cure the submission to arbitration of the question in dispute with Great Britain. Of course the Venezuelan uovernment is not prepared to resist these bold en croachments, otherwise they would hardly be attempted. Tho government here has been endeavoring for mora than six months past to re-establish diplomat ic relations, restore the status quo ot 188G, andliuve the question ot boundary referred to arbitration, but without the slightest prospeot ot success. It may he that with a powerful United States squadron in the harbor ot La Guayra, under the command of an ad miral especially instructed to aid and assist to the full extent ot his power, Venezuela may be able to renew the overtures for arbitration to better pur pose. Honors will at loast be easy so far as the display ot physical force is con cerned. Immediately after tho consummation ot the seizure of Barlma the British authorities ordered three war steamers ot thoir Barbadoes squadron, the Bellero phon, the Emerald, and the Partridge, to rendezvous iu Deinerara waters for the supposed purpose of intimidating Vene zuela and securing acquiesenco in the seizure, Admiral Walker's three cruisers, the Chicago, the Concord, and the Kenrsarge, will very nontly offset tho British squad ron and will just u little out-class them.
