Ta., Aug. 17. It has again been demonstrated that the presence of Boldlera is absolutely- necessary here to preserve peace and order. The proceed ings of yesterday point their own moral, no matter what the strikers may say to the contrary, Frank Tracey, a laborer In the mill, was arrested on a charge of lnrcony, pre ferred by a non-unionist. Four non union mon were subpoenaed as wit nesses. The Alderman decided to hold Tracey and ordered him to jail. The constable took his prisoner out the back way. The four witnesses went out on Eighth avenue in chnrgo of one or two deputy sheriffs, aud were at once surrounded by a howling mob. The non-unionists walked along main taining silence. Cries of "Lynch the scabs," "Kill the black sheep," "Take them to tho river," were heard. By this time about 100 women hod joined tho ranks of tho strikers and urged the crowd to make short work of the "scabs." Major Crawford learning of tho situa tion soon had thirty men with bayonets fixed going toward the crowd, which was now armed with stones and clubs, closing in upon tho non-unionists. The militia drew up in compnny front across the street with guns nt half cock. Major Crawford and a deputy sheriff ordered the crowd to disperse but the order was disregarded. Then a signal was given and a com pany from the Fifteenth Regiment came down the hill on a double quick and was also drawn up across the street. Ex-Sheriff Gray, with nn additional force of deputies, then arrived.
