London, Aug. ID. The greatest Inter
est Is exhibited in tho formation of tho
new Cabinet. It is believed that Sir
Charles Russell will elect to he Attorney
General again, and it is now admitted on
all sides that Lord Rosebery will tnke
charge of Foreign affairs. Sir William
Vernon Hnrcourt will probably bo Chan
cellor. It is believed that tho Hon. Ed
ward Blake will receive Bome recognition,
provided his inclinations nud pledges do
not stand In tho way. Mr. Blake's colo
nial experience would make his assist
ance valuable. In framing a Homo Rule
bill, as well as on important questions
reluting to the colonies. Labor will
probably be placated with some recogni
tion. Mr Gladstone would doubtless have
preferred Jlr. Broadhurst, but as that
gentleman fell outside tho breastworks a
selection will have to ho made from soma
of the other labor members. The Liberal
lords, will, of course, be represented, al
though Mr. Gladstone has lost two valua
ble associates in Lord Granville and Lord
Dalhousle, both members of Mr. Glad
stone's last administration, and both
now dead. Lord Carrington, Lord Bras
eey and Lord Houghton aro all men
tioned in connection with the new Cabi
net. The Irish members naturally feel the
deepest Interest in the Irish Chief Secre
taryship, for which Mr. John llorley is
booked, and the Conservatives and Liberal-Unionists
do not conceal their satisfac
tion at contemplating tho task which
Mr. Morley has in store. Liberal leaders
do not hesitate to express the opinion
that tho Tories aro planning to make Mr.
Morley's office as uncomfortable as possi
ble, and that there is a deep desiirn in
planting a regiment of constabulary at
iipperary, just at this time. The place
is quiet, and there is neither complaint or
outrage.
It is believed that Smith-Barry, who
has been re-clccted to Parliament, and is
on tne closest terms with llalfour and
other Tory leaders will, soon after Morley
talies olllco, beirin enforcing his leant
rights in an irritating manner, at Tlpper
ary, and call upon the authorities to sus
tain him. It with a regiment of police at
New TIpperary, Morley should refuse to
bustain the enforcement of tho law, then
a clamor would bo raised that the Liber
als were in sympathy with Anarchy, and
hostile to law and order in Ireland. It i
expected that, nt the best. Mr. Morloy's
position will be embarrassing.

Waylaid, lti.bbrd and Shut.
Newabk, N.Y., Aug. 11). James Gunn,
aged 32 years, who is stopping at Farmer
Chester Burleigh's house, two nnla
northeast of here, was waylaid, shot and
robbed during tho night on the highway
while returning home on foot. Two men
who alighted from u buggy ordered him
to throw up hU hands und deliver his
money. He hesitated, whereupon he
was thrown to the ground and robbed of
$15. The robbers afterwards flred three
bhots at him, one of which took effect In
the leg, badly wounding him. Tho polico
ure after the robbers.
Had linen Ifat.ln Seven Weeka.
Jamestown, N. Y., Aug. 13. The body
of Charles Johnson, which was found
hauglug by a rope from a tree in the El
liott settlement, presented a horrible
spectacle, the crows having eaten all tlio
ilesh from the face and hands. Seven
weeks ago Johnson returned home after a
long absence. His wife refused to live
with him, whereupon he left town, toll
ing his son. George that the next time he
heard of him ho would bo dead. Nothing
was heard from him uutil last night,
when his body was fouud.

Washington, Aug. 13. Tho District
Commissioners are perplexod us to the
scope of the new eight hour law. They
have secured an opinion from the District
Attorney which exempts a number of
District employes from the operations of
the law, but the labor element insists
that tho construction is wrong, and as
heavy penalties aro provided by Govern
ment officers who fail to observe the law
the Commissioners are In a dilemma.

near the Old Head off Kinsale, on tho
south coast of Ireland, disapproving the
decision of the Court of Inquiry which
suspended Capt. Bedford's certificate for
nine months.
The Council announcos that it intends
to take measures to .sottle the right of
shipmasters to And employment in a
lower grade when their certificates aro
dealt with by tho Board of Trade.

The drought In Qacatccas, Mexico, ka
caused the death of CO, 000 cattle.
The five-story grain elevator of Chase
& Co. at 34th street, New York, burned
yesterday. The loss is $140,000; partly
insured.
Gen. Win. Pettit Trowbridge, Profes
sor of Mining Engineering in Columbia
Collego, Is dead in New Huven, Conn., of
heart failure.
Heavy rains in southwestern Texas
have swollen the Bio Grande over Its
banks, nnd caused washouts on the South
ern Pacific road.
Reports from Japan state that the
steamship Quagawa Maru was wrecked
on July 20 off Shogushima Island and
sixty lives were lost.
Vice-President Pettinglll has acceded to
tho demands of the striking Pennsylvania
postal messengers in Boston and they
have returned to work.
Father Kuhlman, a Roman Catholta
priest of Nutchell, 111., has been deposed,
but refuses to vacate his parish. Bishop
Ryan has sworn out a writ of ejectmont.
Prof. John Duffey has been selected as
referee by the Olympic Club of New Or
leans for the great glove contests which
are to take place on tho Bth, Cth and 7th

Rev, Dr. Thomas D. Beavon, pastor ol

Held, Mass., has been appointed Bishop
of tho Springfield diocese, to succeed the

Capt. Morrison, formerly of Vander
hilt's yacht Alva, ib In Chatham, Mass.

The Court has decided to dissolve tha
injunction restraining tho Central Ver
mont Railroad Company from consolidat
ing with the Ogdeusburg road. This is a
victory for the Ogdensburg stockholders.
Extensive improvements having been
made at the Nuval War Collego at New
port, R. I., the college will be opened on
Sept. 1 with Capt. Mahan as president.
The navol militia drill will take place at
the same time.
William nnd-Samuel Littell, of Sar
dinla, Ind., quarreled about a bill of
$1.80, during the progress of which Wil
liam drew a fcuifo and stabbed Samuol to
the heart. The wounded man died in
btr.mtly. William was arrested.
Judson Wolvcrton, aged 81 years, of
S,uubury, Pa., a brakeman on the Penn
sylvania Railroad and a nephew of Con
gressman Wolverton, was killed during
th night by being thrown from the top
ofhox-cnr, In rounding a curve, and
striking on his head.
James J. Winn, of East Albany, N. Y.,
one of tho proprietors of tho Converse
restaurant at Savin Hock, Conn., is dead
from tho effects of injuries received in a
row, when he was stabbed with a broad
knifo by his partner, Edward Kecfe,
of New York. Keefe is under arrest.
Five servant girls at tho Park Hotol, at
MadtBon, Wis., and two guests aro down
witli diphtheria. The Board of Health
wants to close the hotel, but United
Statos Senator Vilas, the owner of tho
building, has declared that ho will bring
suit ugaiust them for damages, should
they take any steps in that direction.
Largo herds of cattle are now being
grazod in the vicinity of Pond Creek, Ok
lahoma, but the removal of the troops
from Enid to that place has given .the
herders no little uneasiness. An order
has been issued that all intruding cattlo
must bo immediately removed, or they
will be seized by the troops and their
owners placed under urrobt.
