Beware of the fake that by voting
for the increase of debt tho people will
place themselves in a position that
will enable them to dictate terms for
the purchase of the water company's
plant. Tho truth ia, that if the people
place $95,000 in the hands of the joint
committee that committee will take
the ground it has always maintained
that the mass meeting directed that
public water works be established and
no question of compromise or pur
chase can be considered. If the peoplo
don't want public water works they
should vote squarely against the In
crease of debt and not leave anything
at the discretion of the joint com
mittee, or tho combined eight nicm
bers of Council. There aro too mauy
ou tho joint committee and in Council
who have staked tho hopo of a life on
the establishment of the proposed
public water works to warrant any
expectation of a compromise of any
form after the people place $93,000 at
their disposal.
There are many peoplo in town
who have been "on tho fence" in the
water controversy because they did
not know whether the oiler of tho
water company would remain in force
incase the people should voto against
tho increase of debt. All doubts in
this connection aro dispelled by tho
resolution adopted by tho water com
pany on the 3rd lust., and given to tho
peoploover tho signatures of the ofll
cers and directors of the company.

Oil City, Pa., June 8. Gov. Paul
son's reception yosterday amounted al
most to an ovation. The Goveonor's mani
fest personal Interest In the sorrowful
condition of the people and city has at
tracted much attontlon and favorable
commont.
The Governor Is greatly pleased with
the ability thocltizoni have displayed in
dealing with their great calamity. He
will return to Harrlsburg to-day fully
satisfied that everything will be proporly
managed.
Only three bodies were found yester
day. Threo or four of tho Injured have I
died.
Mayor Hunt feels certain that the list
of dead will number at least 100. Forty
two of the bodlo3 recovered have been
fully Identified. The morgues are nl-.
most cleared of the ghastly forms dis
covered among the ruins. The coroner
has ordered the burial of tho few charred
bodies remaining unidentified. j

Every effort is making in the stricken
town to conduct the work of recovery
with the uttermost rapidity. All busi
ness is suspended and citizens and city
officers alike aro devoting nil their en
ergies to the sad work. Since yester
day the town has been full of strangers
whoso motivo iu goiug there was chiefly
curiosity.
They have Interfered somevf hat with
the search. The streets aro under guard
nt militia and nolicc. who patrol thorn
constantly. Under their protection the , sent to the introduction of this testl

night to close all the saloons in town and

The list of missing is still a long one,
and friends and relatives nro almost
frantic.

The already large number of those
or who of them are missing.
The work of looking out for tbo home
less Is being carried on with great as
siduity. The Armory and the City Hall are open
all the time.
Food and clothing aro constantly dis
tributing In large quantities.
The one thing needed above all others
now is money to carry on this work.
Several hundreds of thousands of dol
lars will certainly bo required. '
In view of this condition of affairs it
has been deemed necessary to appeal to
the outsldo world for financial aid. Al
ready a number of generous contribu
tions have been made.
Oil City is n terrible sight this morn
ing. All the public and many privates
buildings are draped heavily in the
deepest black. Emblems ot morning are
everywhere present.
RELIEF COMING IN.

TixudViLLE, Pa., Juno 8. J. J. Van-
dergritt, John Eaton, and George Herd
came to Titusville from OU City yester
day and met the Belief Committee here.
It was decided that half uf tho torritory
between the two cities above Oil Creek
be taken by each and the flood and Are
sufferers cared for.
For this purpose it was decided that-
$100,000 was necessary to provide for the
immediate wants at the sutterers in the
Titusville district and an equal amount
was necessary for the OU City district.
Three hundred people in tho three
ncros of the burned district In Titus
ville are homeless and dependent.
The Standard OU Company has con
tributed $35,000 to Titusville and Oil
City.
Ilallroads, private dwellings, refineries
and factories of nil kinds are among the
buildings destroyed.
The amount of territory dovastated
here covers fully two miles.
Tbo militia has been called out to put
a stop to the thleviug going on through
out the city. The homeless sufferers
had much of their valunble property,
which bad been saved from the flood,
stored away in railroad cars iu vurlous
narts of tho town.
Several attempts have been made by
gangs of men to break into the cam and
rifle them. A number of arrests bavo
been made. Some ot the malefactors es
caped rough treatment at the bauds ot
the cltizeus only because of the efforts
made by the officers in charge ot them,

It may possibly run above that mark.
A great part ot the burned region has
not yet been touched by tho searchers
Concerted efforts to render assistano e
to the homeless and destitute are mat
ing on the part ot all, but mauy things
are needed tor the successful prosecution
of the work ot relief which cannot n
furnished by the people ot the city in
their Dresent nampereu condition.
The railroad trucks in the neighboring
country have been washed away to
considerable extent. Communication
with the outside world lis thereby imn.

sissippi river has risen nearly a foot ia
24 hours. Should a heavy wind come
up tho expanse of wator now flowing be
lore this city would be turned into aa
ocean of breakers which would dash
many buildings and other proporty to
pieces.
Travel has been suspended on the
roads leading north from Burlington on
account of the high water.
The river is fully ton miles wide at
this point, the Illinois side being Inun
dated clear back to the bluffs.
Much One farm land is from two to ten
feet under water, and in many places
the farmers have had to movo to this or
neighboring cities, loavtng their homes
at the mercy of the waves.
St. Louis, June 8. Tho worst of the
flood seems to be over. It is now gen
erally thought that the river will go
very little higher, even with the addition
of the snow water now coming down the
Missouri.
This socond rise has done but little
damage to business on the river front.
Everybody has been preparod for what
was coming. The railroads on this side
and in East St. Louis have so protected
their tracks that traffic is unimpeded.
Tho Hso Is ceasing all along the lower
and upper river.
The Missouri is falling at far north us

Vesuvius, which has been noticeable for
some time past, is now greatly increased
in violence.
Lava in large quantities is issuing

shock was folt in tho towu of San do-
vero. The motion was undulatory. For
n time the residents woro panic-stricken,
but upon seeing that no damage had
been done and that the disturbance had
ceased order win quickly restored.

ing of tho Town Council of tho liorough of
Shenandoah, held on Thursday, May 5th, 18W,
tho following ordluanco was adopted:
An ordinanco to provide for n supply of water
for tho uso of tho inhabitants of tho liorough of
Shonnndoah and for tho erection and main
tenance of works, machinery, engines and till
other neooBsary apparatus for working, raising,
conveying and Introducing Into the liorough of
Shenandoah an abundant supply of pure water
for domostlc uso of tho Inhabitants and to pro'
tect property in said liorough from destruction
in caao of fire and fixing a time for tho holding
of a public cloctlon in said borough for author
ity from the citizens thereof to increaso tho
bonded indebtedness for tho purpose aforesaid.

liorough of Shenandoah, and It is horeby
ordained by tho authority of the sumo.
Seo. 1. That the Dorough of Shenandoah
bhall provide a supply of puro water for tho
Inhabitants of said Dorough and erect and
maintain all tho works, machinery, engines.
and other necessary apparatus for tho making,
raising, conveying and Introducing Into tho
said Dorougb an abundant supply of puro
water, for tho purpose of furnishing and dis
trlbutlng to tho Inhabitants of tho said Dor'
ough a sufficient supply thereof for domestic
uso and to protect tho property therein from
destruction by Are, and tho said Dorough of
Shenandoah la hereby authorized to acquire
streams of water and adjacent lands and rights
of way to curry out tho intent of this ordl'
