Much favorable comment was in
dulged In by our large circle of readers
last evening upon the enterprise
displayed by the Herald iu present
ing to the taxpayers and property
owners of town reliable information
regarding1 the actual cent of the
proposed water works. We have used
every eflort in the past to how the
Joint committee tlio justice of in
forming the people what the actual
cost would be, but they hnvo bo far
failed to give that information. It is
our aim to present the question iu its
true light, and the universal endorse
ment of our course which we have
received is very gratifying. This is
another evidence of the Herald's
enterprise, much to the annoyance of
a few chronic kickers.
The doctrine of free trade as ad
vocated by tho Democratic party is
the only active relic of slavery we
have in America. Slave labor inade
it possible for the South to complete
with labor anywhere, the South was
the soul and body of the Democratic
party, aB it still Is, atid.the Democratic
party fayorod free trade, as It still
does. Some of these days the South
will be educated to a point at which It
will Jay thla relic away and thea the
Democratic party will be iu favor of a
protective tarlil and independent,
manly, self-respecting labor. How
ever, education has never been popu
lar in the South, and it will take a
long time for the now idea to establish
itself.
It will Indeed be a lesson In vntrio
tism should the Grand Army veterans
throughout the country Join, In. the
public school- celebration.of.Dlscovery
day next October. Commander-In
Chief Palmer advocates having the
veterans act as an eacprt for, jtbo
children, and also to asMst the scholars
when they raise and salute the flag on
the school buildings. It is a good
idea, and should be adopted.
A St. Louis Democratic paper re
cently gave two colutuus to a Confed
erate reunion at New Orleans, and on
the same day gave less than a column
to the Q. A. R. reunion at Springfield
The paper knows the tastes of Its
readers, and caters to them faithfully,
Another war has broken out among
Louisiana Democrats. There will be
two delegations to the Chicago Con
ventlon aud two electorlal tickets, un
less the MoEuery and Foster factions
come together.
Evidently tho Democratic editors
are getting loft in the appropriations

New York State Vital Statistics.
Albany. N. Y.. May 28. The monthly
bulletin ot the State Board of .Health
shows the statistics for April. The total
number of deaths was 10,530, as com
pared with 10,078 for the precedins
month. Tho highest death rate for
1,000 inhabitants was at Fort Plain,
where It reached 44. Acute respiratory
diseases cauBed 2,101 of the deaths, can
cer 240, Binallpox 11 and old ago 4bU.

the death of Gen. Abdol D. Strelght, at
Indianapolis, has been received hero. He
was born In this place, but had lived in
the West since he was 17 years old. He
recrultod tho Fifty-first Regiment of In
diana Volunteers and was made Colonel
of the regiment in 1801.
Col. Streiglit'a command became pris
oners ot war, the officers being sent to
Richmond and committed to Llbby pris
on. By roasou of his having led the
raid into the enemy's country, Col.
Strelght became the object ot special
hate by tho rebels. Ho was ironod, con
fined In a dungoon and made to Bubslst
on corn bread aud water for thirty days
for attempting to escape. Soon aftor
his release from the dungeon, ho plan
ned the memorable and historic scheme
for escape by which 103 ofllcers securod
their freedom.
Aftor a brief rest Col. Strolght re
turned to the servico and took command
of his old regiment. After the battle of
Nashville he was made Brlgadler-Genor-ul
by President Lincoln. Gen. Strelght
remained in the army until the close of
the war, and then returned to Indianap
olis, where ho identified himself with
Its foremost commercial and financial
lnterosts.

supply of water for domestic and other pur
poses, by tho authorities.
Notice Is horoby given that at a regular meet
ing ct the Town Council of tho Dorough of
Shonandoan, hold on Thursday, May Stli, 1892,
the following ordlnanco was adopted:
An ordinance to provide for a supply of water
for tho use of tho Inhabitants of tho llorough of
Shenandoah and for tho erection and main
tenance of works, machinery, englnos and all
other necessary apparatus for working, raising,
conveying and Introducing into the llorough of
Shenandoah an abundant supply of pure water
for domestic use of tho Inhabitants aud to pro
tect property in said Borough from destruction
In caso of flro and fixing a time for the holding
of a public election In said borough for author
ity from the citizens thereot to lncreaso thq
bonded Indebtedness for tho purpose aforesaid.
He It ordainod by tho Town Council of tho I
Borough of Shenandoah, and It Is hereby
ordainod by tho authority of tho Bamo.
Seo. 1. That tho Dorough of Shenandoah
shall provldo a supply ot pure water for tho
inhabitants of said llorough and erect and
maintain all tho works, machinery, engines,
and other necessary apparatus for tho making,
raising, conveying and introducing nto the
said Horough an abundant supply of pure
water, for the purpose of furnishing and dis
tributing to tho inhabitants of tho said llor
ough a sufficient supply thereof! for domostio
use and to protect the property therein from
destruction by Are, and tho said Dorpugh of
Shenandoah is heroby authorized to acquire
streams of water and adjacent lands and rights
of way to carry out tho Intent of this ordl
nanco.
Sec. S, That Tuesday, Juno 11th, 1892, bo
flxed as a day for holding a special election in
the said Borough by tho qualilled electors
theroof for authority to increcso the debt of
the Borough for tho purpose of providing a
supply of water for the use ot tho Inhabitants
of saidBorough ot Shenandoah and the pro
tectlon of property In said Borough from dos.

A Joint Committee of citizens and Council
havo Investigated tho sources of a better and
cheaper water supply, and tho probable
ponso to be lnourred in proourlng tho same,
and have reported as the result of their lnve
ligation: Water, pure and abundant, can be
obtained at an estimated cost or IW,0O0. This
amount added to present Indebtedness of the
borough would only make lit per cent, on the
last assessed valuation In said borough.
