"If you were ever In love," roplled

-The
MustServe in the Army Heforo Emigrating
Vienna, April 9. The Austrian gov
ernment contemplates taking stringent
measures to preventjthe emigration of
young men to Amorica without having
served their time in tho army. This
emigration, says the War Department,;
has become a mania, and the servico is
losing thousands of its best recruits
every year in consequence. The bill
will probably provide that no man of a
certain age shall emigrate from the
country without showing at the frontier
nu official certificate that he has dis
charged all his obligations to tho gov
ernment.

duced to o mcro ekeleton by the alleged
abuses. The father's favorite method of
punishing tho lad was to clinch a broken
linger ring on the boy's nose, leaving it
there for hours. Tho story has raised a
feeling of widespread indignation here.
