Vauijiaho, Nov. 23. In splto of
the (UcliUa of Congress te do every
thing possible to place Chilian finances
upon a firm bails, and the fact that
considerable retrenchment and econo
mics are necessary, it waa dscldsd yes
Urday, officially to devat th sum of
$300,000 to provide for Chill's represen
tatiaa at th Chlaage World's Fair in
1S01.
Than i a marked reaetioa, as this
aetloa just takan will show, in favor ot
the United States. This may or may
not he canaed by the fact that it Is an
ackuewladget fact that the Chilian au
thorities having the Baltimore's sailors'
grievaneee In course f Investigation, are
weakealng eoastderably.
Though the official result o' th Inves
tigation has not yet become known
enough has leaked out to show that the
high stand at first taken by the police
and othsr officials has dwindled down
into a much more common sense frame
of mind.
It Is reported here, in this connection,
that this change of mind Is, to a con
slderable extent, due to cohering ad
vice whioh the Chilian government has
received, seml-ofllcialiy, from the repre
sentatives here of tho European powers.
Tfie Chilians, there Is no doubt, nt one
time counted In being supported in the
ground they took by the British Minis
ter, and psrhsps, by the British govern
ment. There may or may not have
been, at any time, foundation for such
a belief, bat it is safa to say that the
Chilians have been thoroughly con
vinced that they will have to rely on
themselves alone should she cause any
further trouble to the UnitoA States.
This assurance and reports which have
reached hero of extensive naval prepara
tions being made by the United States
have conslderabl) dampened the war
like ardor of the people of this elty and
of Eantlaso, and it is probable that
compromise report, doiag justice to the
Baltimore's men, and indemnity to the
United States will be soon rendered.
And now. another most important
question has cropped up. It is reported
her In official circles that whatever the
rosult ot the Baltimore inquiry may be,
the United States will demand an In
demnity ot Chill for the families of the
men killed and for the expense th
United States Government has been put
to owing to armaments, etc., made
necessary by the recent trouble between
the two governments, sit.
