An Important Communication front Con nl Clnnuriit Mason. Wasiiinoion, Sept. 14. Consul Oeneral Jtnson of Frankfort, in n report to the State Department on what he terms tlio Cerraan crisis In broadatuffs, prosenta Homo very interesting statements respect ing the most notnblo commercial event of the year in Europe the ltussimi de cree forbidding tlio exportation of rye from Russia to any foreign country. This Mr. Mason regards as equivalent to an ofllclnl declaration that the bar vests of cereals In llussla is so deficient that the export of rye must be forbidden In order to avort dangr of famlno there. Mr. Mason presents wine data which BhowBhowsoriously this unexpected odlct Is likely to affect the bread supply of Germany. Very little pure wheat broad, lie says, is eaten by the middle and lower classes In Germany. Tlio "stall or lire, to a vast malorltv of tlio German people, is black bread, niado with Hour, ground with a mixture of rye aud the inferior quality of wheat. Tlio consumption of this material is so enormous that Uer- many importod 017,375 tons of ryo, of which b5 per cent., as well as 00 per cent. or the whole Import or wuoat into Mer many, came from Russia. The recent edict therefore cuts off nearly live-sixths of the forelun rye supply of Germany. A year ago rye sold in Berlin for $39 por ton of 2,240 pounds. On the 3d of August last, the effect of the meagre harvost had raised tho market prlco to $53,24 per ton. Then came tho Itusslan edict aril within two weeks tho price had risen to $(11. m per ton. Add to tills a short and inferior potato crop throughout nearly the wbolo of Germany, and It will bo seen. Mr. Mason says, that tho food question there has assumed an omuious aspect, and in the end the peoplo or tier many, like those of Franco and England will havo to draw upon the well-filled granerios of the United States for a largo part of their food supply during the coming year. Tho steamship Arl sona, of the Guion Lino, which left New York on Saturday, Sop. 5, for Llvorpool, arrived last oveulng at Quecnatown in e battered condition, after a perilous voy nge across the Atlantic. Early on tho morning of the Oth, while tho Arizona was steaming rapidly in a foK, an unknown salllnu vessel, believed to be a largo coasting schooner, collided with the Arizona. Tho shock was very great, and aroused the pnsbengers from their beds. For a tlmo the greatest excitement pro- vailed until it was found that tho steamer was not, as mauy feared, about to go to tho bottom. The stem of the schooner struck the Arizona's front quarter Thirty feet of tho rails of tho ship's deck were carried away, and a lifeboat smashod. Tho deck was considerably damaged and several plates of tho vessel's side Wcro budly indented. While the extent of the Injury to tho steamer was being ascertained llfo-boats were prepared for tho use of tho passeng ers, and every preparation posslblo made for tho saving of life in case the steam ship should go down. rears of such a catastrophe were, how- over, soon allayed, thought It Was a long time bef oro the passengors recovered from the shock of their sudden awakening.
