possession of Santiago last night, and
practically tho last act in tho bloody
drntna of rovolution which has torn Chili
to pieces for tho past seven months is
closed.
As soon as tho nows reached Santiago
oT tho overwhelming defent of tho gov
ernment troops on tho heights of Placilln
and tho fall of Valpnrniso, nnd tho peo
ple knew that lialmaceda'a power was
gone, and'they had nothing to fonr from
his wrath, their enmity to his government
broke forth.
Tho cry wns raised that the President
should be killed, and a mob started for
his house.
It grew in numbers nnd fury as It went
through the streets, and by the time it
reached the executlvo mansion was ripe
for any bloody deed. Short shrift would
hnvo been allowed to the President had
he been caught.
Ho knew that he would! hnvo littlo
chance for his lifoif ho remained nt Santi
ago, and nt tho first receipt of the news
of liis overwhelming defeat he hid him
self, and the bloodthirsty fury of tho mob
was balked.
Then the mob's desire for revenge
found vent in tho application of tho
torch. Soon Halmnceda's house wns n
mass of flnmes. Before it hnd been de
stroyed the mob marched off to tho houso
of Senor Uouay, thoex-Mlnlsterof the in
terior, and nn ardent Bnlmacedist, nnd
set on fire his house.

Then the residence of Bnlmnceda's
mother; General Barbosa, who was killed
at the bnttle of Placilln; Senors JIcKenna
nnd Eastman, tho government newspaper
ofllces and the houses of sovcrnl promi
nent officials were burned to tho ground.
The city wns panic stricken, business
wns suspended, nnd people, outside of tho
mob, kept close to their houses. Tho sky
was lurid with the light from burning
buildings.
The police, tho Are department, ami tho
army wns demoralized nnd mado not tho
semblance of nn attempt to maintain
order.
Balmnceda, when ho heard of the fall
of Valparaiso, sent for General Baquo
dano, commander of tho government
troops in Santiago, to meet him at three
o clock yesterday afternoon nt aionedn.
This Baquedano declined to do, but sue-
gested that tho meeting be held in tho
house of General Valasquez.
Decided to Surrender.
A council of wnr wns held at Valas-
quez'a house, nt which President Balma
ccdn tho generals and other lending Bah
macedlsts wero present. The situation
was thorouunly canvassed, and it was de
cided that n further continuation of tho
strugglo was hopeless and that the sur
render of tho capital was tho only proper
course.
Baquedano was given charge of the
city and was authorized to arrange tho
terms of tho surrender with the uongres-
sionnlists. Word was at onco sent to
Genernl Cnnto thnt all tho troops in
Santiago had declared their adhesion to
the Congressional party ana tnat Santiago
was nt his dlsposnl.
This despatch was supplemented to
day by a letter from Baquedano, which
came by special trnln, nnd in care of n
committee of lending citizens of Santiago.
Vlinderbllt Will Tuy.
New YonK, Aug. 81. F. W. Vnnder-
bllt will pay the 45 per cent, duty which
amounts to 31,000, on his foreign built
yacht Conqueror, under protest, nnd the
case will be carried to the courts to muko
n tost of the constitutionality of the law.
As soon as the papers are made out and
slRned the custom Inspectors now in pos
session of tho yacht at Staplcton, L. I.,
will ho withdrawn and the boat again
become the property of Sir. Vanderbllt.
The general opinion of the most ex
perienced customs officials of this port is
hat the courts will sustain Mr. Vunuer-
tllt.
To Meet in Joint Debate.

Cincinnati says that llaior McKlnloy and
Governor (Jampboll nro to meet in joint
debate at Ada on somo bnturday In bep
tember. Prof. II. S. Lehr, of the North
western Ohio Normal University, has
been the chief mover In tho matter, nnd
has promises from both the leaders to
meet on the same platform. Excursion
trains will bo run from all sections of the
country about Ada. Twelvo hundred
students of the University will be part of
the audience.

ment here, has been assigned to represent
America at theareat military manoeuvres
on the eastern frontier of France this
autumn. France mobilizes more than
160,000 men for these manoeuvres, which
the Germans will watch with Jealous In
terest.
The Dispute Settled.
London, Aug. 81. Both of tho holy
coats have been pronounced genuine.
The Congregation of Iiltos has decided
that tho holy coat of Treves was the one
worn by Christ at tho crucifixion, while
the holy coat of Argenteuil in France, be
longed to the tsavlour when he was a uoy.
Thus tho dispute is settled, and now there
aro two holy coats.
