ram of Hints Will Onusa it Mltlsntlon
of the Corn Dtulo.
Bkiilin, Aug. 17. Tho government U
preparing for n surronder to a cortaln
oxtont on tho question of corn duties.
Tho clamor has becomo so overwhelm
ing that Chancellor Cnprlvl c in hardly
maintain himself against It.
It is said that the Ivntser hns referred
tho matter entirely to tho Clianoellor, to
act in ids discretion. Both tho Kaiser
nnd tho Chancellor would rather give
Austria and llutigary thoexoluslve bene
fit of the Oerman demand for foreign
corn, undor tho commercial treaty soon
to go into forco, and this tins been tho
chief motive for delay, but the distress
on account of tho high price of bread la
so great and growing that prolonged
waiting may, it is feared, result In riots
ami bloodaheil. llonco a probable miti
gation of the corn duties within a fow
d iya.
The government Itself feels the pressure
of scarolty, owing to the higher prloea
paid for grain for tho army, and would
undoubtedly be n largor purchaser of
foreign grain at lesser rates i-hould a re
duction of duties tako place.
The report that Amerloau farmers nre
hoarding grain causes no little anxiety
not only In Germany, but in all European
countries, as It Is felt that the demand
from America this year will undoubtedly
oa large.
Advices from Russia rjreaent tho situa
tion in no more favorable light. In Aa
trnhkun, near tho Capian Sea, several
viuagea aro reported to lie almost do-
populated, many of tho people having
died of hunger, and others have left for
better favored regiotia. In Volbynia,
where the Russian maneuvros nre to bo
held, It is said Hint the comml-anrlat
branch of the nrmy line found that uo
supplies can locally be obtained for tho
troops, and that all food will have to be
brought from k distance.
