A special term of civil court to con-
tinue two weeks has been ordered by
Judge Kooser, commencing Monday,
April 8th. Twenty cases have been

POWHATAN GUARDS.
Jamestown Exposition Police De-
partment, Strong and Well
Organized.
Norfolk, Va.——The Jamestown Expo-
gition police department consists of
100 men with headquarters on the
grounds. Captain H. W. Carpenter, of
the United States Marine Corps, spec-
ially assigned, is commandant, and
Captain E. G. Currey, formerly of the
army, with a record in the Philippines,
isadjutant. The force includes a secret
service, a detective bureau and a uni-
formed patrol. The Guard is part foot,
part mounted and part assigned to
water front service, the latter being
provided with launches. The Guard is |
under military discipline, and its uni- |
form is of military character, gray
with red trimmings, including shoulder |
them, and will not be permitted to re-
main on the grounds nor in the vicinity
of Norfolk or contiguous cities.
Incoming trains and boats will be
watched at the exposition end, and in
addition it. will be difficult for any
criminal known to the police of any of
the larger cities to get well started on
his way for the exposition vicinity.
Thus a crook leaving New York on a
steamer bound for the Tidewater of
Virginia would be almost sure to be
“spotted” before the vessel sailed. All
of the towns near Norfolk, and all of
the resorts to which the crowds will °
flock, are similarly protected.
The secret service will be quite a
separate branch of the police, and its
duties will include “tabs” on expo-
sition matters generally, as well as
upon the police force itself and its man-
ner of performing its duties.

Concerning Births and Deaths in
Somerset County. :
A surprise was sprung on the County
Commissioners, recently, when bills of
registrars of vital statistics for 1908,
endorsed by the state health depart-
ment, came in from registrars all over
the county:
Under the act of 1805 the reporting
of births and deaths was taken from
the assessors, who had previously been
allowed 6 cents each for the same, and
vested in “Registrars of Vital Statis-
tics,” appointed by the state, each of
whom reports a district composed of
several townships or boroughs, to the
state health department, and receives
25 cents therefor instead of 5.
It was generally supposed that the
state would pay the bills, as the reg-
istrars are subordinates of the state
health department, but the act creat-
ing the office of registrar provides that
they shall be paid by the counties.
The registrars make out their bills an-
nually and forward them to Harris-
burg for the “O. K.” of the health de-
partment. Subsequently they receive
endorsed printed bills, which they pre-
sent to the county commissioners for
payment.
According to registrars’ bills filed, in
20 out of the 45 precincts in the county,
there were 1,058 births and deaths. last
year, or an increase in population of
469, and there were more births than
deaths in every district. At the com-
missioners’ office there is complaint
that the new method of registration is
too expensive. Bills received so far
aggregate $411.75, while the same work
done the old way would have cost only
$82.35. ‘At this. rate it will cost the
county nearly $1,000 annually.
