ON the last day of the Fifty- second
Congress there was a stroke of economy
for which the Democratic House is en-
titled to special credit. It was the pass-
age of a joint resolution giving to each
member of the House of Representatives
a clerk, or private secretary at a salary of
$100 a month. This takes effect on and
after April 1, 1893. It means an expen-
diture of $35.800 a month. for clerk hire
or no less than $300,000 during a long
session. And what will these clerks do?
Chiefly attend to private correspondence,
three-fourths of whieh will relate to wise. »
