the annual road tax produces no hard
roads that therefore at least a large
part of the money Is wasted. (1) In
moat states part of the tax Is spent for
Oew steel bridges. In Illinois a little
more thau one-quarter of the road tax
is so spent. Steel bridges are a sub
stantial Improvement and would be al
most imperative with stone roads. (2)
Another considerable part of the taxes
is used In renewing wood culverts arid
the floors of bridges, which expense
.■would be practically the same whether
the roads are improved or not. (3) A
further sum Is spent in improving the
drainage, which would be required be
fore good stone roads could be built.
(4) Part of the road taxes is used to
pay for mowing the roadsides, which
would be desirable even if the road
surface were improved. (.") Finally a
considerable portion of the mouey Is
used in maintaining the surface, and
tf the roads were improved a considera
bly larger sum would be required for a
like purpose.

• large part of the labor tax Is wasted.
Possibly In the early history of any
oommunity, when there Is slight social
intercourse among the farmers, more
time was wasted in gossip than now,
bnt at present the loss by this practice
Is not very great. It is by no means
uncommon for a farmer to give consid
erably more labor than Is exacted. He
uses the roads and desires to Improve
them for his own benefit. Further, a
farmer would probably prefer to pay
92 In labor than $1 in cash, and hence
the evils of the labor tax system may
not be as serious as is generally claim
ed, since practically the farmer's vote
determines the amount of road tax he
will pay.
"Admitting that there are Inherent
defects In the labor tax system, It is
not proved that they are greater than
In the cash system. Cash paid day
labor and contract work in city affairs
are not always Ideally efficient There
Is probably uo universally 'best sys
tem' of maintenance of highways.
Some of the famous roads of Europe
are maintained by a cash tax and some
by a labor tax. There are no better
roads nor no more complete system of
maintenance than in France, and yet
by far the greater part of the wagon
roads of France are maintained by the
labor tax system. The fundamental
defect in the construction and mainte
nance of American highways is the
lack of intelligent and effective super-

production at the opera house on Tues
day evening next. No more popular
work has been written in the last half

deals with a Christian maiden who is
triumphant in her faith, and who, iu the
simplicity of her religion, converts her
pagan persecutor to the true cross.
Nero, the Roman butcher, and Peter,
the Apostle of Christ, arc also prominent
characters in the play. The manage
ment promise special scenery for every
act, the entire original cast, and an ab
solutely perfect performance of one of
the greatest plays the stage has ever
seen.

The Little Town of Elysburg Will Or
ganize a Fire Department.
William Pensyl whose tannery at Elys
burg wfis destroyed by fire on Sunday
February 3d, has decided not to rebuild.
Upon clearing away the debris it was
found that a large number of hides in
the vats were uninjured. These are be
ing shipped away. Mr. Pensyl's loss,
therefore uncovered by any insurance,
is not so heavy as at first reported and
may not exceed SB,OOO.

an object lesson to the residents reveal
ing their utter helplessness in the face
of such an event and the peril to which
every dollar's worth of property invest
ed in the borough is exposed. They
have accordingly begun to agitate the
organization of a fire department.
Klysburg has sixty odd dwellings and
" a population of 500, which give an idea
both of the amount of property at stake
and the number of men available for
" membership in « company. A meet
j ing was held Thursday night, attended
112 by the entire male population of the
g town, for the purpose of taking som
, action in the matter. It was decided to
r organize one tire company. Whether the
apparatus is to consist ot a steam or a
, hand engine has not as yet been decid-
I ed. The preponderance of sentiment,
» however, seems to be in favor of the for
i mer. There is a good deal of entbusi
■ asm shown in the matter and it will
» probably be only a short time before
Klysburg can boast of adequate protect
ion against fire.
Washington Hose Go's Fair.
The fair of the Washington Hose com
pany, which will open March 2, in the
room formerly occupied by Schoch's
grocery, Mill street, will undoubtedly
be a fine success. The members of the
company are working very hard. An
interesting feature of the fair will be the
prize contests. Two very desirable prizes
are oflered—one a free scholarship in
Kussell's Business college and the other
a lady's gold watch. Any one who des
ires can enter the contests, all that is re
quired to win out being enough votes.
Those who wish to compete are invited
to hand in their names to the contest
committee—D. C. Williams and J. C.
Mincemoyer.
Furniture, clothing, &c., as well as
six tons of coal, have already been con
tributed by tbe business men of the town.
Further donations will be thankfully re
ceived. The company is negotiating for
the use of a large orchestrion to fur
nish music during the fair.
A general committee has been appoint
ed to look after details, and any desir
ing to make donations can notify any of

Riter Goss' Short Sentence.
Kiter Goss convicted of voluntary
manslaughter for runningdown and kill
ing John Cole, a bicyclist, near Benton
last summer, was sentenced by Judge
Little at Bloomsburg Monday to a year
and three months' imprisonment in the
Eastern penitentiary, $l5O fine and the
costs of prosecution. The jury recom
mended the prisoner to the clemency of
the court.
Sleighing Party to Swenoda.
A sleighinsr party of ladies from this
city was entertained at the home of
Boyd Moore at Swenoda yesterday.

Leads the Class at West ronit.
Among the five Pennsylvania cadets
who lead the senior class at West Point,
which will graduate on Monday next, is
Nathaniel E. Bower, of this county.
Elliott J. Dent, who graduates nnmber
14, leads the Pennsylvanians, followed
closely by Mr. Bower and C. Mc 11. Eby.
The other two Pennsylvania men are I'.
A. Oliver and C. J. Naylor of Philadel
phia, whose standings are 10 and 12 re
spectively. The fine showing of the five
Pennsylvania cadets will be manifest
when it is stated that the senior class
numbers 74 men.
N. E. Bower, who was appointed to
West Point by Congressman Monroe H.
Kulp in 1807, is a son of Ephraim Bow
er,the well known blacksmith, of Moors
burg. He was known here as a lad of
studious and industrious habits, lie at
tended the public school at Moorsburg, 1
after which he entered the High school
in this city, graduating in the spring of
1890 as valedictorian of his class.

The LACKAWANNA RAILROAD is
about to issue a Summer Book for the

be placed immediately following the
