who shall name it in the list of voters kept by them.
"If any irson shall prevent or attempt to pre
vent any officer of an election, or use or threaten
any violence to any such officer, or shall interfere
with him in the execution of his duty or shall block
up or attempt to block the window or avenue or any
window where the same may oe bolden, or shall
riotously disturb the peace of such election or shut
use or practice any intimidation, threats, force or
violence with design to influence unduly or overawe
any elector to prevent him from voting or to restrain
the freedom of choice, such person on

AN ACT
Hegulating the mode of voting at all elections, in
the several counties of this Commonwealth.
SECTION I Be it enacted by the Sen t and
"House of Representatives of the C lnraoriwe.il-h of
'Pennsylvania in General Assembly met, and it is
hereby enacted by the auih-rity of the same, That
the qualified voters of the several counties of thts
Commonwealth, at all general, township, borough
and special elections, are hereby, h ireafter, author
ized and required fo vote, by tickets, printe I or
written or partly printed and partly written, sever
ally classified as follows: One ticket shall embrace
the names of all je-igos of courts voted tor, and to
b labelled, outside, "judiciary one ticket hall
embrace the names of all state officers voted tor,
and to be labelled, '-state;" one ticket shall em
brace the names ot all county <>ffi-ers voted for, in
cluding office of senator, member, and members <>f
assembly, it voted tor, and members of congns- it
voted for, and be labelled, "county;" one ticket
.shall embrace the names of all township officers vo
ted for, and be labelled, "township;" on* ticket
shall embrace the l-ames of all borough officers vo
ted for, and be labelled, "borough ;" and each class
shall be deposited in separate ballot-boxes.
AND WHEREAS, By the act of the Congress of the
United States, ensitled "An act to amend the sev
eral acts heretofore pased to provide for th* en
rol ling and calling out the National forces, and for
other purposes" and approved March third, one
thousand eight hundred and sixty-five, all fa rson>
who ha-e deserte-l the military ir navil service of
the United States and who have not been di?-
charged, or relieved from the penalty, or disability
therein provided are leetued. aid taken, to have
voluntarily relinquished, ami forfeited their rights
of eitisfiiship, and their right to become citizens,
and are deprived of exercising any rights of citizens
thereof:
AND WHEREAS, Persons, not citizens of the United
State*, are not, under 'he Cops-itutiou and laws of
Pennsylvania, qualified electors of this Common
wealth : _
SECTION 1. BP It enacted by the Senate and
linns', of Representatives ot the Comin< nweabh of
Pennsylvania in General Assembly met, and ir is
hereby enacted by the authority of the same, That
in all elections hereafter to he h* d in this C m
monwealth, it shall be unlawful for the judge or in
-petors of any sach election to receive ballot, or
ballots, from anv person or persons einbiace-1 in
the provisions, and subject to the disability, im
posed by said act of Congress,approved March third,
one thousand eigh> hundred and sixty-five, and it
shall be unlawful for any such person to offer to
vote anv ballot, or ballots.
SECTION 2. That if any such judge and inspectors
of election, or any one of thera shall receive or con
sent to receive, any su--h unl.iwtui ballot, or ballots
from anv such disqualified person, he, or they, so
offending shall le guilty of a misdemeanor, an-l.
upon conviction thereof, in anv court of quarter
sessions of this Commonwealth, he fthall. fir each of
fense, he sentenced to pay J fine of not less than
one hundred dollars, and to undergo an imprison
ment, in the jail of the proper county, for not less
than sixty days.
Sic 3. That if any person deprived of citizen
ship, and disqualified a* aforesaid, shall at any elec
tion, hereafter to be held in this Commonwealth,
vote, or tender to the offi-ers thereof, and offer io
vote, a ballot, or ballots, any person, so offending,
shall be deemed guilty of a misdemeanor, and on
conviction thereof, in any court of quarter sessions
of this Commonwealth, sh ill, fo.- each nfiense, be
punished in like manner ns is provided in t! e pro
ceeding section of this act. in the case of officers of
election receivine such unlawful hail-it or ballots
SEC. 4 That if any person shall persnad*. or
advise, any person, or persons, deprived of citizen
ship. and iiisqualified as aforesaid, to offer any bal
lot or ballots, to the officers of any election, here
after to be bell i < this Commonwealth, or shall
persuade, or advise, any such officer to receive anv
ballot, or hallo's, from any person deprived of citi
zenship. and disqualified as aforesaid, such persm,
so offending, shall be guilty of a misdemeanor, and
uj-on conviction thereof, in any court of quarter ses
sions of tl ig Commonwealth, shall be punished in
like manner as is provided in the se oni section of
this act, in 'h-> case of officers of such election re
ceiving such unlawful ballot, or ballots

ing, when the polls shall be closed.
Pursuant to the provisions eontain'd in the 76th j
section of the Act, the Judges of the aforesaid dis
tricts respectively shall take charge of tie certifi
cate or return of the election of their respective dis
tricts, and pmduce them sf a meeting of one Judge
from etch district, at the Court ffouse in the bo
rough of Tutikhtmnock, on he third dav after the j
day of election, bring the 12th day of Octo er next, j
/hen and there tn do and perforin th- duties re
quired oy law of said Judges. Also, that where a!
Judge by sickness or unavoidable accident is unnhle j
to attend said meeting of Judges then the certifi
cates on return aforesaid shall "e takn charge of
by one of the inspectors or Clerk" of election of end
district who shall do and perform the duties requir
ed of said Judge unable tn attend.
Also, that in the 31st section of Act. it is
enacted that when two or more counties shall com- i
pose a District for the choice of a member or mem- 1
hers of the senate of this Commonwealth of the
House of R- presentattves of the United States of
this Commonwealth, or President Judge, the Judges
of the election in each county having met as afore
said, the Clerks shall make out a fast statement of
all the votes which shall have been given at such
election, within the county for every person voted
for, as such member or members, or President ,
J odge. which shall he signed by said Judges and i
attested by the Clerks ; and one of the said Judges
eh ail take charge of said certificate and shall pro
duce the same at a merlin - of one Judge trotn each J
county in such districts as is or may b appointed
by law for this purpose, which meeting shall be held
the seventh day after the election "

ASSOCIATION.—The past week has been a fruitful on a
for this widely-spread enterprse. Our exchange ß
from every quarter are filled with notices of its suc
cess. lis advertisements, which are on a scale sur
pas-ing in general extent anything whi;b has been
attempted by even American enterprise before, oc
cupy pages of the New York press. A correspondent
writing of its success in New Yoik, says : "The of
fice reminds me of a railroad ticket office a few min
utes before the departure of the train."
The feelir.gof personal interest in Mr. Crosby
seems to pervade the whole countrv. Every little
'own or villaj e has t< one or more c'ubs, and we
understand that the rapid ale ot certificates through
out. the country is in a measure to he attributed to
the cordial support of the National Banks, the P es
idents and Cashiers of which are i's most numerous
and efficient agents.
Another large club his hem organized here upon
the plan of that of the express and telegraph men
It is to be temp sed exclusively ol railroad and
s'erinboat men They have secured 1,000 certifi
cates.
The pork packers have also a club of 590 nearly
filled. The Young Men's Association are forming a
large club. The Chamber o' Commerce club is full.
Several Board of Trade clubs, holding a large num
ber of certificates, have been fi led, and other's are
in progress. Activity in this iine seeui to increase
with each week These movements are rapidly tak
ing up the certificates all over the country, and has
tening the happy consummation of a scheme whi< h
has in it more in erest, novelty and spirit, than any
thing which has engaged public attention within our
recollection.
As many of our readers may not be aware of the
unusual induce ineuts off-red by this Association,we
give the following synopsis :
