I shnll have to celebrate the Unswerving loyalty •
of this army, that oftiuies when ibs bond of military
cohesion failed, hejd it, unshaken of fortune, to a
duty sslf-imposed. " :
I shivtl have t<o follow it through a checkered ex

great follies and great glories ; but from first to last
it will appear that, auiid tn 'Dy buffets of fortunes,
through -winter and rougU weather," the Army of
the Potomac never gave up. but made a good fight,
and finally reached tho goal.
Of this drama there will b no other hero than the
Army of the Potomac itself ; for it would seem that
in i his war of the People it was decreed tbero should
arise no imperial presence to bc<*o ite the central fig
ure and cynosure of men's eyes. Napoleon, in an
outburst of haughty eloquence, txclaims that iu the
great armies of history inc Commander was every
thing. This proud apotheosis has oo application for
the Aruiy of the Potomac. And one must think
seeing it never hadja great, and generally had med
iocre commanders —it w s thai it might be said, that
wh rever it won it owed not to genius, Lut bought
