CnAPTER 1.
The Manufacture of Woolen Goods, both in the
household and in the factories, has become of great
importance on accountof|its forming at present our
principal articles of clothing. The nature of our cli
mate make it neceessary, and the scarcity of Cotton
has greatly increased the value of wool and Fabricks
uiadeTmm it* and being engaged in the business of
tpaking Clorh and Flannel, and also i oil Carding,
and Cloth Dressing. i*e have thought a few remarks
with regard to handling Wool, and the proper pro
cess of Manufacture, might be of service to the coun
try, and a benefit to ourselves
The first process with the farmer who intends to .
make bis wool into rolls for spinning and weaving
at borne, after washing and shearing, is assorting the
| qualities. This we do not expect a farmer to do as
; perfectly as a regular manufacturer, but by trying
he will approximate towards it, and be amply paid
for the little pains required, by having aa even
thread and smoother fabric. Ihe fleece should be
whole and be spread out on a table—tho coarsest
wool will be fourd on the skirts of the fleece, and
can easily be distinguished by looking closely to the
fibre Two qualities from eadh fleece will perhaps
be close enough for ordinary-purposes, but as the
sheep in our country differ much in their grades of
wool—the coarse pai tof one may do to go with the
finer part of another, and thus make three or four
qualities out of tho lot If It is going to the manu
factory or to market, the fleece should not be torn,
hut after removing the tag-lucks, should be rolled up
compactly, skin out side Not less than one jx>und I
of lard, fresh butter or oil should be sent with every !
ten pounds of wool going to the carding machine.
The next thing of importance is of cour e to be
well carded, fpr which we will be entirely responsi
ble . but in the matter of spinning and weaving, we
have another caution to add. Unless the yarn is
evenly twisted, and beat up evenly in the loom, the
cloth shrinks unevenly in fulling making some pla
ces wide ami others narrow, and if the finisher suc
i cecds in pressing out the wrincles, the cloth will re
j sutue its contortion again when made into a gar-
I Hent, and the mechanic is sometimes wrongfully
| blamed for a coat s becoming lantern jawed on a
i man's back. It is easily avoided by giving the
wheel in equal number of turns to a given length of
thread drawn out. We find thisdiffi,-ulty increasing
of late years, an 1 have come to the conclusion that
if some of the spinners do not keep better time on
their pianos than on their spinning wheels, we should
hate dreadlully to listen to their music.
As every moment of labor sbouli be employed to
the best advantage, and every ounce of material be
appropriated to the best purpose, on account of our
i war, we propose to write some other chapters on our
I branch of business after this is read sufficiently to be
remembered, and shall endeavor to <%> our work
nice enough for a balmoral skirt or a doctor's coat,
and make trowsers stout enough to last a farmer
through agent's campaign, at least.

A JOINT RESOLUTION,
PROPOSING CERTAIN
Amendments to the Constitution.
Be is resolved by the Senate and House of Rep
resentatives of the Commonwealth of Pennsylvania,
in general assombly met* That the following
amendments be proposed to the Constitution of the
Commonwealth, in accordance with the provisions of
the tenth article thereof*
There shall be an additional section to tfTo third
' article of the Constitution to be designated section
four, as follows;
SECTION* 4. Whenever any of tho qualified elec
tors of this Commonwealth shall bo in any active
military service, under a requisition from the Presi
dent of the I nited States, or by the authority of tha
Commonwealth, such electors may exercise the right
of suffrage in ail elections by the citizens, under
uch regulations as arc or shall be, prescribed by
law, as fully as it they were present at their usual
ylaco of election."
SECTION 2. There shall be two additional sections
to the eleventh article of tho Constitution, to bo des
ignated as sections, eight and nine, as follows:
'■SECTION 9* No bill shall bo passed by the legis
lature. containing more than one subject which shall
be clearly expressed in the tile, except appropria
tion bills "
"SECTION 9 No bill shall be passed by the Legis
lature granting tiny powers, or p:ivi;> ges, in any
case, where the authority to grant such {lowers, or
privileges, has been or may hereafter le conferred
upon the courts of this Commonwealth."
