changed, and January is now the mid
summer, instead of the mid-winter, as
formerly.
Now who would have imagined a few
years ;igo that we would be buying
our luminal supply of under garments
at a time when King Snow reigns su
preme: when the janitor is kept busy
answering demands for more heat;

when the coal and gas bills are at their
height, and when furs, and great coals,
and the heaviest of materials are In our
gowns, and all the other habiliments ol
winter, ltut the January underwear
sale is as much a feature of modern mer
chandising in the largcqities especially
as is the sale of fruits in the summer
time, and with each year the display

seems to be more elaborate and more
extensive than past sales.
This year, for instance, the big floth
am stores have given up whole floors
to the display of this class of goods;
lher have spent hundreds of dollars in
preparing for the proper display of the
delicate under garments that are the
delight of the dainty woman.
As a matter of curiosity, I asked one
merchant, the other day why it had be
come a fixed custom to hold these Jan-

uary sales of underwear that seemed
to me so unseasonable.
"Because the women demand them,"
he replied, and I did not believe
him in the least. These January
underwear sales are the product
of the inventive minds of the
meeohants themselves. It is not
recorded, so far as I know, just in what
town or what merchant inaugurated
them, but to-day they are universal, and
while they may be unseasonable, they !
are certainly interesting, and may
serve a good purpose in diverting our
attention from the flood of January 1

in the garments of this year. The new
pctticoiits arv a poem of tlut'incss. The
cloth gowns for spring, with their
straight, .evere line;,, will be greatlv
relieved by these elaborate petticoats,
and these are quite as Important as
t lie gown.
But these fluffy affair are for the
bright, sunshiny days, for the rainy
dayi the petticoats must be plain.
The dressy woman will follow this
tunning effect, and thut la to make
her ordinary gown drag quite three
inches on the ground. This, of course,
necessitates lifting the gouu and dis
playing the petticoat. The garment
thus brought to view will have tl nine, i
of la r silk attached to a ?iil foun
dation, or the embroidered flounces on
Persian lawn, Swiaa or the daintiest
dimities,
The skirts for spring and summer
will be entirely of white, and of nain
sook or Persian lawn. Tiny uri fitted
snugly to the body, the darts serving
to form the lines of the figure, with
deep frills ami many flounces, of the
all-over embroideries and lace. Borne
of the latest ideas have deep flounces
that are slashud and cut quite deep.
These slashed pieces arc edged with
small ruffles and cut to form extreme
points. The under part of the petti
coat is slightly longer thau the flounce
and has a plain ruffle to protect the
lace or embroidery.
A pretty petticoat that I saw a few
days ago and which was made to or
der for one of the spring brides that
is to be was made with a foundation
of white brocaded satin, and will ht
the figure closely. Two deep flounces
of ttccordion plaited chiffon over white
taffeta, with a white insertion of lace.

and a band of this insertion to finish
at the to) of the flounce with a bow
of white sat in ribbon at one side.
Another bride to be has made for her
a petticoat, of cream silk with a deep
flounce entirely of ruffles, JSetwcei,
these ruffles, that form the flounces, arv
tiny ruches of tnousseline ile soie finish
tng the extreme edge of the flounce and
falling over the dust ruffle of accordion
plait in a Vandyke ruffle of accordion
plaited tnousseline de soie.
ltut all the women who are buying
negligee garments al the present time
are not- to be brides, and they are not
all purchasing niade-to-order petti
coats of silk and satin. Nor is it nec
essury to go to this extreme expense,
to Secure a beautiful garment, I saw
at one of the stores a very handsome
petticoat that had a white lawn founda
tion, with a very deep flounce cut in
Vandykes, the Vandykes having a full
flounce around with a band of insertion,
and a full under flounce of the plain
lawn.
There are to be seen many silk
and lawn skirts with a deep accordion
plaiting just below the knees, with the
extra small flounce around the accord
ion plaiting.
In the line of corset covers there is
something entirely new offered at these
Mies this year, and that is to put on
thefrontsandcrossthem in surplice ef
fect at the back. The front is composed
of five seams curved to suit the bust.
The covers are cut low at the neek. and
extend to the waist line only. White
silk or nainsook, trimmed with narrow
guipure edging, and Valenciennes lace,
is mostly used for these covers.
Night robes are of the same material,
and have short square and round yokes,
while some are cut with n V. They are
hem-stitched, with insertion of em
broidery. Some have collars extend
ing to a V after the empire style. The
collars are edged with a flounce and a
beading of lace.
