Washington. Jan. 3. Nothing more j
has been heard at the war department
from General Otis, at Manila, since Ins
cablegram of Sunday was received.
The situation Is irritating in the fact
that, according to the experience of
the last few days, it is not to be ex
pected that anything more can be heard
from Hollo far a day or two at least,
except in the very Improbable event
that the American force has been re
pulsed in their efforts to make the
landing, and has beea obliged to re
turn straight to Manila.

peared from a flint Inspection of the re
ports. His purpose apoartritly was to
avoid euch a formal recognition of th
Insurgents as might tend to embarrass
the United States government here
after, but at the same time not to deal
harshly with them If thay can be
brought to see the rectitude of his in
tentions. Therefoce, the officials are
of the opinion that there will be no
actual hostilities between the forces
arrayed against General Otis and his
own, but that at the worst the former
will retire from the city without ac
cepting or rejecting the American
overtures until they have heard from
Agulnaldo. General Otis has taken
steps to acquaint General Miller with
the very latest Instructions of the
president and a special messenger is
now en his way from Manila to Hollo.
Although officials profess this strong
belief that no serious trouble will oc
sur, they have taken the precaution to
xpedite the dispatch of military re
inforcements to General Otis' com
mand In the Philippines. Troops will
be dispatched from San Francisco and
New York at the earliest possible mo
ment. Major General Lawton, the hero of
El Caney, who has been ordered to
take command of the military forces
In the Philippines under the direction
of Major General Otis, as military gov
ernor of the archipelago, will accom
pany the expedition from New York,
after a conference here respecting the
administration of affairs In the Philippines.

It Indicated That Insurirctit Were

Manila, P. I., Jan. 2.-The following
dispatch, dated Friday afternoon, Dec.
30, at Hollo, Island of Panaya, has Just
been received by boat, telegraphic
communication with Hollo not having
been resumed:
"The situation at Hollo is grave. Fif
teen hundred natives, fully armed, art
at Melo, a suburb of Hollo. Seventeen
thousand more. It is reported, are
awaiting order! to embark at several i
points on the I.slund of Negros, li heurs i
sail from Hollo.
"All the women have withdrawn,
and many families have taken refug"
with the Americans. The rebels, after
a consultation, insist upon laactlon
ur lil General Agulnaldo shall have been
hoard from. General Miller, when this
demand was first made, declined to
concede them time and insisted upon
an answer being given him by noon to
day. At the same time ho gave as
surances that lives and property would
bt protected.
"The foreign residents then peti
tioned General Miller to grant the en
tenslon desired by the rebels, as a fight
weuld cause inevitable loss. This also
General Miller refused.
"At the designated time a native
commission again boarded the t'nfted
States transport Newport and asked
for delay, saying that they were un
able to control the army, which cm
maaded the city and surrounding coun
try. General Miller refused, and pre
pared to land forces, sending an emis
sary bark to Manila for Instructions.
"The rebels are strengthening their
position, and are preparing to resist.
The streets of Hollo are full of annel
soldiers, who are constantly entering
la every direction. There Is great ex
citement, which Is increased by the
appearance of the gunboat El Cano,
flying the Spanish flag. The public
buildings, churches and boats along
the river are flllod with rebels.
"The Newport's boats, as the dis
patch boat which carries this message
is about leaving, are being lowered
with four machine guns mounted In
their bows. The lighters are alongside
the United States transport Arizona,
