War as a Remedy.
The echoes of international eon
llict are continually sounding iu our
legislative halls. Recent develop
ments in (liplom i) ic atViirs have call
ed fort lit he expressinii of many ilif
fereiit opinions concerning' tint ef
ficacy of war as a remedy. For cen
turies upon centuries the prevailing
idea has been tlia' wlu n ouo nation
offers uu insult t ) the dignity o,
another reparation must be sought
by war.
The wrouge 1 nation insists that the
glariug insult must b i atoned for
even if this necessitates tho blind
ing of the purest blood cf tho bra
vest patriots. The nioro conserva
tive and judicious men of tho pres
ent age think differently. They hold
that any reliance on arms as a rem
edy for past wrongs is a relic of
barbarism. Popular opinion, in the
past, has called out spread-eagle
orators and statesmen urging the
necessity of arms to resent tho in
suit of another nation. They ad
vocato that in the power of arms
there is ellicacy to compensate for
tho grossest misdemeanor in the
category of National insults.
II. Tho absurdity of war as a rem
cdy is clearly apparent. Tho United

verse can not eradicate tho Migutcst
insult made by ouo nation against
another. What has been said of
war is true of tho duel. Even f
century ago, on pain t.f social dis
irraee, one must demand satisfaction
for insult by lighting n duel. No
matter which one should bo killed,
tho barbaric thirst for simplo ven
peanco would bo satisliod. The
effects of tho insult would bo com
pletely annihilated. In tho mas of
nation d interest, tlio samo loeling
predominates in both modern nud
ancient warfare. International war
as a romody for past wrongs is ut
terly illogical If Chilian citizous
faction. War in every cubo, involves
tho idea that, "Might makes right."
While a nation should discounte
nance all insult to her dignity, it
should be done on reasonable
grounds. It is debasing to national
dignity to compel weaker powers to
submit unconditionally to tho more
potent forces.
The only evil we could remedy by
a war with Chili is Chili's ignoranco
of our resources as an armed antag
onist. For Chilian hostility ns for
tho hostility of any civilized man, or
body of men, the remedy is kind
ness and consideration. Our fiimo
in the international arena must be
m lintained ns it has been acquired
by our success in getting what we
want without the uso of force. By
this means we show the exalted
stago of modem civilization. We
must act on the principle that our
civilized neighbors are amenable to
reason and are willing to right and
make reparation for an unprovoked
wrong when properly understood.

is not enfeebled by refusing to ex
ert itself. A superior power is jus
tified in dictating terms of peace.
