Political Communications.
Tho Hog Combino sheet ot the
Democratic party is nosing into tho
Republican fight for Senator iu Sny

in his own party and ho'U certainly
never have any in ours.
Amalgamate is a good thing,
but tho fusion of u Democratic edi

comfiture for both.
Josio's frequent trips to tho West

For Libel Reform.
The Pennsylvania Editorial As
sociation at its next meeting will
act upon n report of h committee
appointed to draft a now libel law.
Tho proposed law is intended to
prevent criminal prosecutions whero
there is no element t)f crime, und to
prevent the recovery of damages
when no damages havo been suH'i-r-ed.
There is not a feature of the
proposed measure that does not
hold criminal libel-that is libel pub
lishod maliciously to tho injury of
others to the strictest accountabili
ty, or that does not hold that any
newspaper, whether by accident or
intention, inllictsdamugi h iih.mi un
person, shall pay tho full measure of
damag.i thus inflicted. The new bill
offers no protection to licentious
journalism, and affords the grout ust
protection to every good cilien.
Ihis provision is a very r essury
ono to halt tho speculative libel suits
now common in every section of the
country, usually inspired by lawyers
who degrade their profession to
contingent contracts, ami who bring
actions with the hope of forcing (In
payment of foes to I heinselves. The
journalists of tho country are now
paying full . i -luarter of a million n
year to defend purely speculative
noci suii i i i which (hero is never
any recovery for the plaintiff, nnd it
isquite tune that siichactions should
be halted.
Libel reform is a supreme ucecsi-ily
in I'eniisylru'VMx'-i I in ?uot ,,f (he
Stains of tho . .. o.;t. of "...
most essential reforms m to
criminal actions for libel to ca.-.i-.. n:
which there has been criminal i,i
or action, and to cuiMine civ.l actions
for damages to the re. ..rv uf
compensation for injury actually
sustained, as is tho law in other
uses. It is only just also that but
ono civil or criminal a c. t i o u
should bo brought for u lib, I and
thut where the off.-iis,. Jlah
committed, instead of allowing
indefinite criuiiniil and civil uclions
in every Statu and Terrirory of the
Union, as is now tho law. The
presont libol law is tho last droirs of
tho dark ages of despotic monarchic
power, and it must bow to th
enlightened a Ivuuoomont of the
ago.
