Dr. SchaefTcr has written the following letter to a director in one of the districts in which this pract ice prevails . "The monthly wuges to bo paid by teachers should bo specifically deter minded and agreed upon by the direc tors when the t tat hers are employed. The amount to be paid should be lixed by the board without regard to any future contingency or con dition dependent upon the report of the superintendent. Tho directors are authorized and required by law to tix the am'nt of teachers' salaries, and no other oflicial has anything whatever to do with tho salaries and hould not be asked or permitted to assume the responsibility which rests exclusively upon the directors themselves.
