The Administration and the
Pensioners.
In a nvctit IvtU r to .In lo M:igU
Assistant Secretary KoynoIJrt, oI
tlio Interior D.paitiiiciit, makes
n lengthy iiifriuo in relation
to the course of his superior Secre
tary Hoke Smith, nmlCniiimixHioncr
of Tension Iiocliren in Hiisprmling
the pension of n largo number of
persons on the ground that, on the
face of the papers filed, such pensions
were illegally granted. In justifica
tion of this action he states that tho
peusions were issued under an erron
eous ruling of Commissioner Ilaum,
afterward revoked by a decision of
Assistant Secretary 15ussey, Sir.
Reynold's predecessor in oflice, and,
denying that judgement is passed
without a hearing, claims that tho
present pratice in regard to buspen
ions "is sanctioned by the decisions
and ruling of the office for more thn
j i&i-w. c . these biaieiuuuls
tho Assistant Socrctary bases tho as
sertion that "this Administration is
not hostile to the soldiers who fought
for the Union," and dropping into
the plural, adds : "We are pledged
to make tho pension roll a roll of
honor, and wo continue this work
fearlessly until the people .who de
manded this reform sLull call a halt."
No one, wo fed sure, wishes to be
lieve the Administration is hostile to
the soldiers if the Union. Neither
is it asserted that the action taken by
thcliitcrior Department and Pension
Oflice is contrary to law mid oflicial
decisions thereon. But it must be
said that three suspensions, coming
almost immediately after the acres
hion of President Cleveland to oflice
and iubiich unwonted numbers, have
given at least a reasonable ground
for suspicion that the Administration
is uninenuly tot lie sol, tiers. At no
time in the past has the power to sus
pend pensions pending inquiry as to
tho legality of their issue been so
suddenly and so vigorously used,
and to an extent that seems to pre
clude proper discrimination. It is no
wonder that tho people are alarmed
and indignant.
As to Mr. Reynold's argument that
judgment is not pronounced before a
hearing since every suspended pen
sioner is given '.0 days m which to
establish his claim, it mut i be said
that, while the statement is techni
cally correct, yet the pratical opera
tion of the suspensory power thus ex
ercised is in many cases, a great
hardship, and works injustice to
worthy persons. A great many of
tho pensioners are poor, their pen
sion being their main support, and
when without a days notice, it is cut
oil and they are told that within f0
days they must not only go over all
they had done to securo it, but even
more, their case is a hard one. And
this through no fault of their own,
for Mr. Reynolds admits that, under
Commissioner Raum's Jruling, they
were not even required to furnish
the evidcr.ee that is now made im
peratively necessary. Thus the Pen
sion Office's error in made theirs, and
they suffer for another fault. Mr.
Reynolds makes a kngthly und la
bored plea, but it will not remove
the very unfavorable impression
mado by the course of tho Admin
istration ho seeks to defeud. I'iUt
