Statesmanship- In comparing the great men of our country who have taken prominent part in framing our constitution and laws of government with those of other countries America will certain ly not suffer in the comparison, but enn produce as ciTicient and able statesmen as auy othe r county. This is almost a marvel, for in the early history of our country we were labor ing under great ilisadvant ages. Our population was not by any nu-ans of one nationality, institutions of learn ing we re scarce compared with other older established governments, we had not experience to full back on, but our state smen had to be chosen in a large degree from among the men who were following the ir daily avocations of mechanics and farm ers. It was a great jump. for the woodman to be called on to lay down his ax', and the farmer to leave his plough, in order to legislate for his fellow citizens, and tho re-sources they had to fall back eui was only sound e-oniinon se-nse ami the ince n. tive to prote ct the ir homes and fami lies. This leads us then to notice that a man may have learning and expe rie nce but if he is not possessed ef good common sense and sound judgement he is not what can be termed a good stuteman. A legisla tor has the great difficulty on hand of framing such laws as shall benefit all cl asses of society and at the same time injure none-. He must intro duce new laws and frame new ideas in such a manne r as not perceptibly to interfere w ith old establishe d cus toms so as to make too radical a change, and right here is where his common sense must be applied. This has always been the great draw back to the French nation, their statesmen have always bee-n lacking in the tact of legislating by degrees and educating the masses up to re. form and entertain different vi-ws in governmental affairs by stages, but try and e tb ct these changes by ene swee p. They try to jump from the most absolute and exacting mon arehy to the greatest extreme and liberal republic. They either carry their religious ideas almost to the extent of fanaticism or launch at one stroke intoavowe d infidelity. What has bee n the reMilt of these radical changes? Generally carnage, an ure-hy, bloodshed and ruin. It takes very little sometim-s to fall into an error and make a big mistake in framing a law; but it takes years of careful and judicious legislation to abolish an old-time custom in such a manner as to be acceptable to the masses, even if that custom is an acknowledged tviL List cf Petit Jtir:rs- Actum John F.
