BALLOTS TO STATE TERM.
State Officials Rule on Question Af
fecting School Officials.
Ilarrisburg, Pa., Sept. 21:
Candidates for Bchool director
under the school code must be
listed on ballots under the term
for which they wish to serve,
says state officials to whom the
question has been referred many
times in the last few weeks.
It seems that, in a number of
counties of the state, officials in
charge ot ballots got the idea that
all candidates for school director
or member of the school board,
as the place is officially known,
could be lumped. In some coun
ties this was actually done, but
the mistake was discovered in
time.
The state officials hold that the
term is as important as the office
and that, as long as papers bad
to be filed for two, four or one
year term, that fact must bo en
tered on the ballot.
Questions for Farmers to Solve.
Farming is rapidly becoming
more of a science. To insure a
fair return upon the constantly
appreciating value of land the
amount of crop per acre must be
increased and the cost of hauling
it reduced. After the farmer has
solved the question of soil treat
ment and methods of cultivation
there still remains the movement
of the crop over the roads to the
nearest town or railroad station.
This expense the farmer must
meet, and it enters into his cost
of production just as much as
cultivation or harvesting. It is a
branch of expense on which a
greater saving can be mado than
in any other way. According to
government statistics the aver
age cost to haul a ton of farm
produce ouo mile in this couutry
is twenty-five cents. Asimilarser
vice on European highways costs
but eight conts. We have as
good teams as the farmers of
Europe. It is the condition of
the roads that makes the differ
ence. As the farmer uses the
roads more than any other class
of citizens he is entitled to have
them in proper condition to han
dle his business as cheaply and
promptly as possible, and should
see that he gets them by urging
supervisors to adopt more mod
ern methods of road construction
and maintenance that will save
money to the township and to
persons who most, nee the roads.
Is Not a Candidate.
Levi P. Morton wishes the
News to state that while a report
is current that ho is a candidate
for prothonotary, the report is
entirely unauthorized and that be
is not seeking tho nomination fcr
that or any other office.

the salary was than only '$500 it
year, he resigned after having

went to Wilhamsport, Pa., and

spent in our village, and we are
always glad to have her visit us.

Mrs. Catherine Tice has beon
on the sicklist daring the past
week. We are glad to be able to
report that she is getting better
as are all the rest of the sick peo
ple in this community.
Sarah Kvans of AHoona, is visit
icg her parents, A. D. Keith and
wife.
Samuel Stains who went to a
hospital in Philadelphia two
weeks ago for an operation, ar
rived home last Friday. The
operation was successful and he
is improving very rapidly.

her sister, Mrs. Richard Alloway.
The Sunday school at Bethel
will be re organized on the loth
of October, at 2 o'clock, p. m., by

Uncle Billy Wink who has been
confined to the house for several

shop almost completed and will

Number One.
A JOINT RESOLUTION
'ronosing un amendment to the Con
stitution of the Commonwealth of
Pennsylvania, so us to consolidate
the courts of common pleas of Alle
gheny County.
Section 1. Be it resolved bytheSen-
ate and House of Representatives of
the Commonwealth of Pennsylvania in
(iennrul Assembly met. That tho fol
lowing amendment to the Constitution
of Pennsylvania be and the sume is
hereby, proposed, in accordance witn
the eighteenth article thereof:
That section six of article live be
amended, by striking out the said sec
tion, and inserting in place thereof the
lollowing:
section (i. In tho county of Philadel
phia all the jurisdiction and powers
now vested in the district courts and
courts of common pleas, subject to
such changes as may bo made by this
Constitution or by law, shall be in
Philadelphia vested in livedistlnct ana
separate courts of cqnul and co-ordinate
jurisdiction, composed of three
judges each. The said courts in Phil
adelphia shall be designated respect
ively as the court of common pleas
number one, number two, number
three, number four, and number live,
but the number of said courts may be
by law increased, from time to time,
and shall be in liko manner designat
ed by successive numbers. The num
ber of judges in any ol said courts, or
in any county where the establishment
of an additional court may bo author
ized by law, may be increased, from
time to time, and whenever such in
crease shall amount in tho whole to
three, such threo judges shall compose
a distinct and separate court as afore
said, which shall bo numbered as
aforesaid. In Philadelphia, all suits
shall be instituted in the said courts
of common pleas without designating
the number of the said court, and the
several courts shall distribute and
apportion the business among them in
such manner as shall be provided by
rules of court, and each court, to
which any suit shall be thus assigned,
shall have exclusive jurisdiction there
of, subject to change of venue, as
shall bo provided by law.
In tho couuty of Allegheny ail the
jurisdiction and powers no vested in
the several numbered courts of com
mon pleas shall bo vested in one court
of common picas, composed of all the
judges In commission in said courts.
Such jurisdiction and powers shall ex
tend to all proceedings at law and in
equity which shall have been institut
ed in the soveraj numbered courts, and
snau be subject to sucn cnanges as
may be made by law, and subject to
change of venue as provided by law.
The president in dire of said court shall
be selected as provided by law, l no
number of judges in said court may be
bv law Increased from time to time
This amendment shall take effect on
the lirst day of January succeeding its
adoption.

Section 1. Bo it resolved by the Sen
ate and House of Representatives of
the Commonwealth of Pennsylvania In
General Assembly met. That the fol
lowing is proposed as an amendment
to the Constitution or the Common,
wealth of Pennsylvania, in accord,
ance with tho provisions of tho eigh
teenth urticlo thereof:
Amendment to Article Nine, Section
Eight.
Section 2. Amend section eight, ar
ticle nine, of the Constitution of Penn
sylvania, which reads as follows:
"Section 8. The debt of any county,
city, borough, township, school dis
trict, or other municipality or incor
porated district, except as herein pro
vided, shall never exceed seven per
centum upon the assessed value of the
taxable property therein, nor shall
any such municipality or district in
cur any new debt, or increase its In
debteduess to an amount exceeding
two per centum upon such assessed
valuution of property, without the US'
sent of the electors thereof at a public
election in such manner as shall be
provided by law; but any city, the
debt of which now exceeds seven per
contum of such assessed valuation,
may be authorized by law to increase
tho same three per centum, in the ag
gregato, at any one time, upon such
valuation," so as to read as rol

Section 8. The debt of any county,

valuation, except that any debt or
debts hereinafter incurred by the city
and county of Philadelphia for the
construction ana development ol sub,
ways for transit purposes, or for the
construction or wnarves anu uocks, or
the reclamation of land to bo used in
the construction of a system of
wharves and docks, as public improve
ments, owned or to be owned by said
city and county of Philadelphia, and
which snail yield to tne city ana coun
ty of Philadelphia current net revenue
In excess of the interest on said debt or
debts and of the annual installments
necessary for the cancellation of said
debt!oB debts, maybe excluded in as
certaining the power of the city and
county of Philadelphia to become oth
erwise Indebted: Provided, That a
sinking fund for their cancellation
shall be established and maintained.
