An examination ol vac cination marks on a child's arm is provided where there is no sat isfactory certificate of vaccina tion. "The medical inspector may permit children physically untit to be vaccinated to attend school until they are able to bo vaccinat ed. lie is required to vaccinate, free of charge, unvaccinated chil dren, with the consent of their parents, and after two unsuccess ful attemptsat vaccination he may grant a certificate of "immunity" for the remainder of the school year. If parents will not permit their children to be vaccinated, the medical inspector will exclude them from the school, and they cannot return without certificates of vaccination or "immunity." "No teachers, pupils, or jani tors having tuberculosis of the lungs are permitted to be in the public schools. 'The school code provides that schools must be closed on Satur days, Sundays, the Fourth of July and Christmas, but that all other holidays shall be at the dis cretion of the board of school di rectors of the district. "Teachers who do not attend the county institutes, unless ex cused by the superintendent, for feit 2 per day for each day's ab sence. Careful provision is made for the auditing of all institute ac counts. Teachers must flulfill their contracts to teach uuless released by their school boards, or prevented by sickness, and failure to do so will prevent them from teaching in any publicschod of the State for the remainder of the year. "No teachers' certificate can e granted without a physician's health certificate and no teach r less than 18 years of age can taach in the public school of the Commonwealth. All present cer tilicates iu force in the State con tinue to be valid. "Hereafter no teacher may teach for more than five years on the lowest grade of certificate. A teacher by adding two additional branches to this cei tificate and by a careful reading of two books on education, may secure a pro fessional certificate, the next higher grade of certificate. This is g"wd for two years, and may be validated in other districts by the indorsement of their superin tendents without examination. Such professional certificates can be renewed upon their expiration twice by passing examinations upon two additional branches and the readiog of two additional books on education euch time. Permanent'State certificates will be granted by committees ap pointed by the Superintendent of Public Instruction for each coun ty or city, upon examination in all of the common branches and a number of the higher ones. "Compulsory school attendance is required of all children b -tween the ages of eight and 10, except that children between 14 and 10 who can read and write the English language intelligent ly, and who have regulir employ ment, may be excused from school. "The distribution of the State appropriation to public schools now depends jointly upon the number of children of school age, the number of teachers employed aid the number ot resideut tax ables in the district. The last factor has always been a trou blesome one to determine, and the distribution is simplified by making it depend solely upon the number of children and the num- 'ber of teachers. While this makes no great change in the distribu tion of this fund, it helps to some extent the poorer country dis tricts which needit most." Summer Normal.
