its Indebtedness to an amount exceeding

tion Twenty-one.

"The term of the Secretary of Internal
Affairs shall be four v. am; of the Audi
tor General three years: and of the Htate
Treasurer two years. These officers shall
he chosen bv the fpinllfled electors of the
Rtate nt general elections. No person
elected to the offlcn. of Auditor General
or Rtate Treasurer shall he capable of
holding t ho same office for two consecu
tive terms. so as to read:
The terms of the Secretary of Internal
AffalfB, the Auditor General, and the
State Treasurer shall each be four years:

electors of the State at general elections;
but a Rtate Treasurer, elected In the year
one thousand nine hundred and nine.

wards, districts, boroughs and townships

by the qualified electors thereof, in such
manner as shall be directed by law, and
shall be commissioned by the Governor
for n term of five years. No township,

than two Justices of the peace or alder
men without the consent of a majority
of the qunlltled electors within such
township, ward or borough: no person
shall be elected to such office unless he
