The congress was called )y (jovernor Peunypacker last summer, the Pennsylvania state legislature having appropriated lo,00u to defray the expenses of liie g .ihering. The membership is national in scope, all but three of the states of the Union being represented. About 100 dele gaUs are in attendance.
