If a bank fails to honor a check or draft on the Treasurer the bonds may be sold in the open market on ten days' notice. .Each month the Treasurer must advertise for bids froth banks wishing to be come State depositories. The de posit is limited to one-half of the capital stock and surplus. The minimum rate ot interest is fixed at 2 per cent. The highest bid ders are to be'selected. Ou9 bank in Dauphin, and two each'in Alle gheny and Philadelphia, are to be selected as active depositories.' The Treasurer does not need to resort to bids to select them. They are to pay 1J per cent on daily balances. There is a heavy penalty for any one offering any thing of value in order to secure a State deposit, and the Treasur er accepting is deposed, lined $5,000 and deprived of holding of fice for ten years. : Three primary election bills were introduced in the House by Messrs. Cook, of Allegheny; A' merman, ot Montour, and Hitch cock, of Tioga. The Cook bill provides for the boldiug of the general primaries under the regular election officers, members of all political parties- voting for their respective candi dates on the same day. The' bill abolishes party primaries and conventions. The names .of all the candidates belonging to live variouspartiesappearon the same official ballots, which are printed by the County Commissioners. The distribution of the ballots is hedged about by the same restric tions provided for the official bal lots of a regular election. '.' he 'Republican or Democrat or any other political ' partisan who wants to run for nominal on to office on a .party ticket must tile his intention with the Secre tary of the Commonwealth if he wants a State office, or wtyh the County Commissioners' ifie'as pires to a county, municipal, bor ough or township elective office. Would be congressional, judicial or State senatorial candidates must tile their declaration of in tention with the County Commis sioners of all the counties includ ed in their districts. Infractions of the primary election law, frauds in the casting or counting of votes and every other offense punish able under the regular election law are also penalized ry this bill. 1 he sessions of the respective branches on Wednesday were al so shorl.
