Another Chapter on the Early History of the
Netherlands.
Consternation seizod the assem
lily a jroucral massacro seem
ed to bo tlto object of such maneu
vers; but it was only tbo leaders
of the anti-Spanish faction, which
tho wily duke aimed to secure be
fore thy would take alarm aud
escape out of his net. So the first
ones arrested were. Count E
inont and Count IJooru; also twenty-five
other uoblemen of less
celebrity from all parts of the
provinces. After tliese arrests
were successfully made the
knights were not molested and
could go in peace. The news
of this highhanded proceeding
caused another iio.uoo of the best
citizens to flee from the country
before every avenue ot escape
would be closed by the Spanish
tro ps.
As MarjrareUa was not consult
ed in regard to these acts of the
duke, she felt herself slighted,
and conceived an aversion to Alva
to such a degree, as to ask her
brother the king, to relieve her of
the office of governess v hich he
granted to her withoutoppositiou.
She took up her residence in Italy
receiving a yearly pension from
the king, and was no more noticed
by him as long as he lived. Mar
garetta had now been governess
of the Netherlands nine years.
When Cardinal (Jrauvilla, who
having been recalled to Madrid
some years previous heard of
these arrests, he asked: "IJavo
they got the silent one? (The si--lent
one was Prince William of
Orange, who doing his service at
the emperor's court at Madrid
was known as to al ways keeping
silent, never expressing his opin
ions.) When tic was told that the
prince had escaped, he said :
"Then they have got nothing as
long as ho is at largo." Aud it
proved to bo the truth.
The duke now organized a coun
cil of twelve with the Spaniard
Vargas as president, to try and
disjose of all prisoners. The
council did its work in such a
niauuor, that it is known in histo
ry as the council of olood. Kg
moat aud Ilooru, with the other
twenty-live knights were decapi
tated in the market place of Brus
sels on the uth day uf June,
In this same year, the firand
Court of the inquisition in Spain
condemned to death every citizen
of the Netherlands, Catholics as
well as Protestants, high and low
rich and poor.
Now, Duke Alva had every one's
life and property in his own hands
aud whosoever did not lose his
life had to consider it as a grac
ious gift of the duko. Not a day
passed, but there were executions
in the market house of lirussels.
Meu of high rank wero decapitat
ed, common citizens hanged by
the ceck, but Protestant preach
ers were burned at the stake. AH
tbo property of the victims be
came the property of the crown.
It was said that in this way alono
twenty milhona (lowed into the
king's treasury .yearly. This had
a ruinous effect upon those even,
whom the duke allowed to escajie
for the confiscated estates paid
no debts. Business became par
alyzed, aud it seemed that the
whole nation would become a na
tion of beggars. Yet the mouey
did hot come into the treasury
fast mough for the duke, so ho
devised an altogether new system
of taxation. All real and pernon
al property, had a royal tax of one
per cent, on its actual value, also
ten per cent, on all jv;rsonaI prop
erty, (merchandise and goods of
every discription.) when Bold, and
live er cent of all the real estate
when sold.
This extortionate tax law, had
t ho effect that the i..erehants of
Brussels closed their stores, and
the btikers and the butchers their
simps and refused to sell then
goods. This ting" red the clu koto
that extent that ho threatened U
hang all offenders in frontof their
houses if they persisted in their
course. Jnit just at this time the
news reached hirn that an army
of refugees and discontented citi
zeus had taken possession of the
city of Broil and other cities had
thrown off all Spanish authority
and formed a confederacy to re
sistnim. This had tho effect to1
draw the attention ot the duke to
this uew outbreak, and tho bakers
aud butchers wero not hanged.
About this time also, Prince Wil
liam of Orange, had returned
from Germany aud had succeed
ed in uniting the northern prov
ince of Holland, Ireland, Utrecht
and Friesland into a union, which
elected him as chief stadtholder,
and supplied him with funds and
men to form an army. Moreover
Count Louis of Nassau, brother
of Prince William had with a
small force of troops, defeated
the Spanish fJonoral, Count of
A rem berg, at lleihgclec. All
these occurrences only madden
ed the dune the more, so that he
ordered his soldiers to take veu
geanco ou these rebelling cities.
Like very demons they eutcred
Harlem, Nardeu and other cities,
plundering every house, murder
everyone that came in their way,
audcommited such brutish acts
as cannot be named, and- after
their devilish nature was sated,
they set tiro to the houses and
burned them to the ground, in
order to cover up their hellish
deeds. These ac ts of Alva roused
the. nation to such a pitch of in
dignation and anger, that king
Philip II saw tit to recall him to
Spain. The duke's governorship
had lasted six years, it now being
the year luJ.
