The Public Health Service Per sonnel Bill A bill (S. 2117) is now pending in Congress which has for its pur pose placing the pay of the physi cians of the Public Health Service more nearly on an equality with that of the other goverment medical services. This legislation has met with many vicissitudes during the last few years. At different times it has been passed, in one form or another, by one house of congress, always, however, to be lost in the other house, or in conference. Af ter its passage in the House of Representatives last year, with an overwheluiing'majority, it was pre vented from coming to a vote in the Senate, although a large ma jority of the latter body was favor able to it; the only objection offer ed was that the measure contained provisions for enlarging the func tions of the service, a feature which some stated might delay the estab lishment of a new Department of Health. Notwithstanding the prac tical unanimity of opinion, notonly as to the justice but as to the neces sity of this legislation, difficulties are still being placed in the way of its passage. It has for the third time unanimously passed the Hen ate. It was brought up in the House of Representatives a short time ago under the "unanimous consent rule"; and the only objec tion raised to its passage was in re lation to function, Messrs. Foster and Mann insisting that the bill should contain the same provisions for enlarging the functions of the service as were contained in the Mann bill' which passed the House last year—the very feature which caused the failure of the measure in the Senate. Thus between those in the House who oppose increased pay without increased function,and those in the Senate who oppose increased pay with the only form of increased function which Congress has shown a willingness to grant, the Public Health and Marine-Hospital Ser vice, with its splendid possibilities for further development, is being seriously hampered in carrying on its work—a work which, according to The Journal of the American Medical Association, is of most, vital importance to the people of the whole country, and of which those who are interested in the nation's health may well feel proud. Express Agent Hurled From Car Near Danville Danville, July B.—Much excite ment was caused at the South Dan ville station of the Pennsylvania railroad Saturday night, when it was found that the express car was in disorder and the express agent missing. The agent was nowhere to be found, and before an examination could be made the train pulled out. Soon after the missing agent, Hol fenstein by name, was found in a dazed condition along the tracks near the tower, some distance above thestation. He had no recollection of how he got there or of anything that might have occtired in his car. Exagerated Reports of Multi ple Births Occasional newspaper re j torts of the birth of triplets or even of quadruplets attract a great deal of attention. In man)' cases the re ports are exaggerated or wholly un • true. Recently a paper in Indiana reported the birth of a quintette of children to a farmer's wife, .'»(> years old. It was stated that the children were perfectly formed and that the mother had two years previously given birth to triplets. The family in question was greatly annoyed by the receipt of numerious inquiries and letters from curious people con cerning the unusual occurrence. Inquiry made by The Journal ot the American Medical Association of a local physician proved that no such multiple birth had occured. Such cases, if authenticated, would lie of considerable medical interest; but investigation usually pro reports to be without foundation.
