The education of all flic children in the common schools is of greater importance than the building of canals and railroads greater than anything else in the world, unless it be the training in the Sunday School and Church, and possibly greater even than that. Pennsyl- was not a "laggard" state in the establish ing of common schools for the free education ol all the children, rich or poor, white or black. In William Penn's "Frame of Government" for bis colony, dated April 25. ltiS2, it is said: The governor, and provincial council shall erect, and order all public schools.'' In his:) the governor and provincial council, elected Enoch Flower, a teacher of twenty years experience, as school-master in Philadelphia and paid him for his services out of the public funds. Upon the proclamation of the Declaration of Independence in 177(>, Pennsylvania framed a pro visional constitution in which it was provided: "That a school, or schools shall be established in each county by the legislature for the convenient instruction of youth, with such salaries paid to the mas ters by the public, as may enable them to instruct youth at low pric es; and all useful learning shall be duly encouraged and promoted in one or more universities.'" In accordance with this constitu tional enactment a law was passed April 7, 17S(>, appropriating the proceeds of (10,000 acres of land be longing to the state in aid of the public schools. The constitution framed in 1700, provided that "the legislature shall as soon as conveniently may be, provide by law for the establish ment of schools throughout the state in such a manner that the poor may be taught gratis, and that the arts and sciences shall be pro- moted in one or more seminaries of learning.'' This provision of the constitu tion of 1 700 was first putin force by a law passed in 1S0S): "Re quiring the assessors of each town ship, ward and district to receive from the parents the names of all children between the ages of live and twelve years, who reside there in, and whose parents are unable to pay foi their schooling," and after the county commissioners had examined and approved the list of names, they were to direct the as sessor to.inform the parents of the children that they were at liberty to send their children to the most convenient school, free of expense. This law gave great dissatisfac tion. The poor felt humiliated and refused to make the specified appli cation to the assessors. Efforts to change this "pauper system" were unsuccessful until ISKS4, when the law providing for the free educa tion of all the children in the state without distinction of wealth or color, was enacted. The men de serving the greatest credit for the enact uent of this law were Gov. George Wolf, Thaddeus Stevens and Dr. Samuel Breck. CASTI; i, A it. ESTELLA. During their stay here these of ficers have made friends of every ' one. They have conducted them selves in a gentlenninly and soldier ly manner and take with them the ■ good will of the entire community.
