The relation of ak-idiolisiii to ei'imo

present year, 11/05, the result being the
appointment of tt special committee by
the judiciary committee of the assem
bly t;> investigate and report what they
considered to be the best methods of
dealing with the treatment of criminal
inebriates. Tiie report ol the commit
tee will interest all classes.
About 50 per cent of the convictions
ii tin' criminal courts of New York
state are for intoxication, the punish
meat in many cases being a term iu
prison, where tiie offenders are treated
as criminals. On the expiration of
their sentences they are sent back to
] the community with tiie stigma of
! "convicts" or "jail birds" to seek a
i livelihood as best they may.
This treatment of Inebriates is inhu
j man from a humanitarian point of ,
! view and tin enormous expense to the
: state in tin' maintenance of jails and
i penitentiaries as well as by tiie sup
port of offenders while imprisoned. It j
has been recommended for several j
years past in various official reports j
that feme action t liould Ie taken by j
the state to bettor the condition of 11 e |
criminal inebriate and that he should
bo furnished with some means by
which he could, if he so wished, be
come a temperate and law abiding
citizen.
The special committee made a care
ful and exhaustive investigation into
j the various methods for the cure of al
| coholism brought to their notice and
| reported as follows, in part:
