A number of ladies and gentlemen
of town took the responsibility and
expense upon themselves to have an
old time dance and social gathering
at the Mokoma pavillion Wednes
day night, and sent out a large
number of printed invitations gener
ally with a view of drawing a large
crowd. The affair proved a grand
success, old and young from this
place attended, besides many from
Dushore and Eagles Mere. The mu
sic was furnished by the Maccabees'
orchestra of Dushore. Ice cream,
cake and soft drinks were served to
to the guests.

The Atlantic Refining Company
has lost five horses in the vicinity
of Wilhamsport this season, and for
some time the cause of their death
was a mystery. After thorough in
vestigation the veterinary has de
cided that the animals were, poison
ed by gnawing the bark of a locust
tree. It is reported that several
children have also been poisoned in
that region by chewing twigs from
these trees. The bark has a sweet
taste and not at all unpleasant, hut
it is very dangerous.
The New York Sun notes that The
odore lloosevelt is the first President
of the I'nited States who was city
born. There has never been chosen a
President from any city. This is not
so remarkable as it may seem. The
cities, as a rule, are unfriendly to the
production of great statesmen from
the seed. Boys from the country,
with the stamina of the country in
them, goto the cities and manage the
affairs of cities when they are well
managed. They are the captains of
industry and of politics. It is to be
noted of Roosevelt that he went out
of the city into the wilds to get his
growth, lie is a country lover.
TheQootl lloads law of Pennsyl
vania, approved April 15,1903, ap
propriated $">00,000 for state aid to
road improvement for the first year
after the passage of the act, another
*">00,000 for the second year, $1,250, I
tioo for each of the two following
years, and $1,500,000 for each of the !
two years next following. The state
appropriated in all $0,500,000 for
state aid to county and township j
road building, to he expendAl with- ;
in six years after the passage of the j
act.
One full fiscal year has elapsed
since the passage of the law, yet very
little of the first year's appropriation j
has been expended. A second half
million dollors became available on
June Ist last. Under the law, this
is apportioned among the counties
of the Commonwealth according to
mileage of township or county roads
in each county.
State aid to good roads in Penn
sylvania is a generous contribution
of the municipalities to the country
districts. The money is expended
exclusively in the townships, while
it is collected almost entirely from
the incorporated cities and boroughs.
There has been a slowness on the j
part of the country districts in rec
ognizing the pecuniary advantage of j
this law. Only one-sixth of thej
cost of an improved road comes out
of the township treasury; the county j
pays another sixth, and two-thirds j
of.the cost is paid by the state. As ;
most ot the money would be ex- j
pended where the road is built the
country not only get good roads at a
low cost to themselves, but for every |
SIOOO spent by the township:ssooo >
is dumped into that township from;
outside, and expended among its:
residents if they care to earn the'
money.
If the counties entitled to a divi
dend on the first year's appropria |
tionofhalfa million dollars do not
apply for it until two years have,
elapsed after it becomes available j
they will lose it, and it will go back
to the treasury, to IH> added to the;
sum available for next year's con
tribution. In this way the money
will be saved to the cost of good
roads, but some counties may not
get a dollar because its people are
blind to the business advantage of
spending one dollar in order to
bring the expenditure of six dollars
to their very doors.
A campaign of education is neces
sary before some sections of the state
would reach out for improved roads,
even as a free gift. This education
is going on steadily anil the large
number of applications lor improved
roads now on file in the state high
way commissioner's office shows that
the long discussion for good roads is
about to he supplanted by their con
struction.
