A JOINT RESOLUTION
Proposing an amendment to section ten
of article one of the Constitution, so
that a discharge of a jury for failure to
ag*ee or other necessary causes shall
not work an acquittal.
SECTION 1. Be it resolved by the Sen
ate and House of Representatives of the
Commonwealth of Pennsylvania in Gen
eral Assembly met. That the lollowing he
proposed as an amendment to the Consti
tution; that is to say, that section ten of
article one, which reads as follows:
"No person shall, lor any indictable
oftenee, be proceeded against criminally
by information, except in cases arising in
the hnid or naval forces, or in the militia,
when in actual service, in time of war o;
public danger, or by leave of the court fo)
oppression or missdemeanor in ollice. No
person shall, lor the same ottense, be twict
putin jeopardy of life or limb; nor shall
private property ny taken or applied to
public use, without authority of law and
without just compensation being first
made or secured," be amended so as to
m«d as follows:
No person shall, for any indictable of
fense, be proceeded against criminally by
information, except in cases arising in the
land or naval forces, or in the malitia,
when in actual service in time of war or
public danger, or by leave of the court for
oppression or misdemeanor in office. No
person shall, lor the same offense, be
twice putin jeopardy of life or limb;

SECTION 1. Be it resolved by the Senate
and House of Representatives of the Com
monwealth ot Pennsylvania in General
Assembly met, That the following is pro
posed as an amendment to the Constitu
tion of the Commonwealth of Pennsyl
vania, in accordance with the provisions
of the eighteenth article thereof:
Amendment.
Add at the end of section seven, article
three, the following words: "Unless be
fore it shall be introduced in the General
Assembly, such proposed special or local
laws shall have been first submitted to a
popular vote, at a general or special elec
tion in the locality or localities to be
effected by its operation, under an order
of the court of common pleas of the re
spective county after hearing an applica
tion granteil, and shall have been approv
ed by a majority of the voters ai such
election: Provided, That no such elec
tion shall be held until the decree of court
authorizing the same shall have been sd
vertised tor at least thirty (30) days in the
locality or localities affected, in such man
ner as the court may direct.

In our issue of Hept. 18th we said:
"We have been informed by one of
the assessors that at the triennial as
sessment, all the assessors of the
county met at Laporte, and at the
request of the commissioners, assem
bled in the Grand Jury room to tix a
valuation on the unseated Jands.
They agreed unanimously to assess
the stripped lands at two dollars per
acre and the timbered lands at twen
ty dollars per acre, and reported this
agreement b> the Commissioners
who seemed well satisfied with it.
Afterwards the Commissioners re
duced the valuation on the timbered
lands to twelve dollars per acre.."
Two weeks have passed and this
statement lias not been contradicted.
It is true. Every well informed
man knows that the assessors were
right and the Commissioners were
wrong. Twenty dollars per acre
was a low valuation for timber lands.
Why is it that rich corporations are
thus favored to the injury of small
farmers? When the tax payers have
the power in their hands, at the
next election, they will do well not
to elect tools of the Union Tanning
Co. to any office. Which is strong
est, the Tanning Co. or the people?

his own ideas of duty after having
counciled with all parties interest

By this are we to understand that
on the Franchise bill (which Scouten
says was the most villianous legisla
tion ever passed in this country) Mr.
Rogers deemed it his duty to consult
those interested before canting bis
vote? What party in interest did he
consult after voting for the amend
ment to kill the bill and what were
the arguments used to make him
vote against all other amendments
and for the bill on final passage?
We ask the voters of Sullivan
county whether they propose to elect
a limn whoae record on a corporation
bill is, that first he was opposed to
it and then leaving the Legislative
Hall for a few minutes changed his
mind and give his vote along with
Corporate interests. If he did this
once would he not do it ngnin? Can
be be trusted? Let honest Demo
crats and Republicans answer this
by voting for Albert L. Dyer.
