A JOINT RESOLUTION
Proposing an amendment to section ten
of article one of the Constitution, so
that a discharge of a jury for failure to
ag*ee or other necessary causes shall
not work an acquittal.
SECTION 1. Be it resolved by the Sen
ate and House of Representatives of the
Commonwealth of Pennsylvania in Gen
j eral Assembly met. That the tollowing be
proposed as an amendment to the Consti
tution; that is to say, that section ten of
article one, which reads as follows:
'•No person shall, tor any indictable

by information, except in cases arising in

tution of the Commonwealth.
SECTION 1. Be it resolved by the Senate
and House of Representatives of the Com
monwealth of Pennsylvania in General
Assembly met, That the following is pro
posed as an amendment to the Constitu
tion of the Commonwealth of Pennsyl
vania, in accordance with the provisions
of the eighteenth article thereof:
Amendment.
Add at the end of section seven, article
three, the tollowing words : "Unless be
fore it shall be introduced in the General
Assembly, such proposed special or local
laws shall have been first submitted to a
popular vote, at a general or special elec
tion in the locality or localities to be
effected by its operation, under an order
of the court of common pleas of the re
spective county alter hearing an applica
tion granted, and shall have been approv
ed by a majority of the voters at such
election: Provided, Thai no such elec
tion shall be held until the decree of court
authorizing the same shall have been ml
vertised for at least thirty (30) days in ilie
locality or localities aflected, in such man
ner as the court may direct.

Future.
Nothing can lie of more impor
tance to our Borough, and in fact to
every community in Sullivan county,
than a co-operation of effort in pub
lic affairs and hence we regard the
step forward made by our Council as
the possible beginning of a new era |
in our methods and possible progress, j
We have the privilege of giving
the Council proceedings at its last ;
meeting and perhaps it may be so
arranged that every subscriber to the
News Item may keep posted on our
municipal affairs and even of the
Public School progress through its
columns. It will be well if it should
come to pass.
At the Council meeting President
Dunham was in thechair and Messrs.
Little, ('. A. Brink, F. W. Peale,
Kehrer, Vanßuskirk and H.J.Smith
were present.

The Eight committee reported
that they had granted the petition of;

for #5.00 as bis promised contribu
tion toward the cost of the three
lights for this season.
The EireJCon unit tee reported the
purchase of 500 feet of standard 2 J
inch hose but had not yet met the j
officers of the Water Co. in regard to
the rate to be paid for the fuse ofl
water for tire purposes. The report |
was accepted and approved.
Engineer Chase reported the Lake- \
side sewer out of order and the Sec-1
retary was directed to advise Messrs.

A communication was received
from Mr. Kirk asking to have the
