But twice during the time of peace in this country has it become neces sary for the government to make a bond loan to meet the current ex penses. These occasions were under Buchannan and Cleveland when both branches of Congress were also under Democratic control. A great effort is being made by Democrats to avert the charge ol incompetency, br eading attention to the fact that un der Cleveland's first term the receipts exceeded the expenditures. This fact does not controvert our charge From 1885 to 1889 the Senate was under control of Republicans and no Democratic policy was or could he adopted. The revenue laws were untouched and with the exception of controlling the ollices, it made no difference who was president. But during the first two years of this term it was different. It was Cleve land and both houses of Congress democratic. This generation has had such an experience that it will see to it that there is no repetition. To 'lux Malt Liquor*. The Cochrane bill taxing malt liquors twenty-four cents a barrel of thirty-one gallons brewed for sale in the State passed finally in tlie House Wednesday amid much excitement. The vote in favor of the measure was 104, or only one more than a con stitutional majority. The nays were sixty-eight. The opposition to the bill made a hard fight to pre vent its passage and are well pleased with their efforts. They MO confi dent the measure will be killed in in the Senate. Laii|[ley'ii machine Bird. WASHINGTON, May 20.—The Langley flying machine, which flew 1000 feet on a trial trip some days ago, is a marvel of mechanical inge nuity, delicacy and symmetry. Aluminum steel forms the greater part of its frame. Its boiler and engines weigh less than fourteen pounds to the horse-power, and the whole structure weighs less than the original safety bicycle. The hori zontal plane section of the body has the contour of a mackerel, though all its transverse sections arc circles. The machine is about eight feet long and the wings of fine oil-glazed silk are at their widest portion not over twelve inches across, with a spread of perhaps four feet each. They are the wings of thcdiagonfly rather than of the gull, whose motion in flying, Mr. Langley has studied so closely. Around one of the private rooms of the Smithsonian Institute are arranged scores of bird wings, extended, and exhaustive studies have been made of wing motion, bird flight and the action of the feathers in flight. At a trial flight of the model not long ago, Pi of. Langley and Alexan der Melville Bell witnessed it to gether and when it sailed through the air these gentlemen, well passed middle age, danced with joy and hugged each other in their exuber ance like a pair ot'shool girls. While Hiram Maxim has spent much mure money than Prof. Langley, and has been very successfully in producing a flying machine. Prof. Langley's work, it is believed, has proceeded along more permanent lines.— Ex. To-day, Memorial Day, being a legal holiday, the bank and postoflice will be closed. Above is reproduced a prospective view of the proposed exposition building, in which articles of historical and nntiqu ariin'interest will be exhibiied during the summer. The structure is of brick, one story in height, 65 feet frontage on Pine street, extending 200 feet 011 Fifth street. The contract for erecting the structure has been let to D. P. Guise for $5,500. The building will be completed by Juuc 15 next, under forfeiture penalty of SSO per day, with $lO bonus for every day that it is finished prior to tiiat dale. It lias been leased to the Centennial Asiociation from June 15 next to March 1, 1890. It is the purpose to turn the structure into an armory at the expiration of the Association's lease. The plans are by Waguer & Reit meyer, architects, of this city. HILLSGROVE ITEMS. Our roads are in fine condition. We are having some line weather again. The late frost was a great damage to fruit and cropa through this sec tion. Gardens are looking fine consider I ing the chance they have had 011 account of the cold weather. 11. A. Ball ird and Lewis Gum ble of Laporte, were visit ing friends here last Saturday and Sunday. Lew is an old friend of ours and we arc glad to see him ccme. Ho says, he likes to come home in the spring time while everthing is—"Green here." The Tanning Co. is building a new leach--house and putting in new machinery.
