There is little in the complaint, how ever, as the careful reader will ob serve, ou which Mr. Sittser or his lriends can baee a reasonable hope of being able to subvert, what on the 112 ice of the election returns, seems like the fairly expressed will of a majority of the voters in the district. Such speciiic allegations of fraud as have been made appear to be design ed in the hope, likely to prove for lorn, that by some turn of fortune, a contest may possibly result in the discovery of a sufficient number o( illegal votes cast for Mr. Dunham to five the otlice of judge to the claim-. vnt, and not from any absolute knowl tdge that there has been lraud per petrated. This is a poor foundation t-n which to begin proceedings, as the result Is just as likely to decrease the sum total of the vote counted for the contestant, as it is that re corded for .Mr. Dunham. The contest in itself represents ] urely the ambition of the local democracy to place its representa tive in the judicial chair, regardless (.f what the cost my be. The peti t ons contain the names of Democrats (•iily—some of whom are far from 1 eing representative citizens of the district—and both are circulated for signatures by earnest workers in the ])cniocrati'; ranks. Loi j , Democratic, jiostniaster at Tunkhannock, was the moving spirit, and his zeal in the matter can be summarized as nothing i liort of what Grover Cleveland him helf would designate as ''pernicious political activity." The Sullivan county petition was circulated by .lolin G. Scouten, a member ot th > bar, and an enthusiastic Democrat. liuL aside from the partisan spirit which has manifested itsell in the in auguration of the contest, and which cannot be too strongly condemned, is the equally reprehensible uncon cern displayed in regard to the wel fare of the citizens of tlic district. The contest will neees.-arily involve mi expenditure any whore from fifteen to twenty thousand dollars,a burden that will fall heavily ou the tax pay» ers, the majority of whom are farnw crs. It is greatly to be regretted that Judge Sittser has lent his sanc tion io the proceedings, but "the die is cast" and the consequence, what ever it may tie will have to be borne. The complete success of the gov ernment loan and the replenishment of the gold reserve have not percep tibly affected business, nor prevent ed an advance of foreign exchange near ilie exporting point. As Janu ary interest has soon to be met, and the operations of t'.io syndicate are thoughtly likely to prevent much selling of the bonds to foreigners, some exports of gold are not improb able. Meanwhile domestic trade and industry have not been littlo influenc ed by the heavy defalcation in one baiik and minor disorders in two others, nor by the failure of the Eric ltailway to meet interest on its bonds. The closing of sugar refineries will diminish the industrial force more than it is increased by the resump tion of the llethlehem (Steel Works and a few other concerns. The con trolling facts is that, although iu two instances wages have been increased the earnings of the working force and its purchasing power are not on the whole enlarging at present, and prices of the chief farm products do not materially improve.
