Peate ®r War—Which ?
2 A. V. Jan 25-The news received at
this hour indicates that there is little
likelihood of war. By withdrawing
Matta's offensive note, withdrawing
the request for Egan r s displacement
and offering to submit the question
of the riot to a neutrial power or
the United States Supreme Court,
Chile has practically backed down.
In the end, it is probable that our
full demands will be exceeded to
and that the first concessions are
made by Chile to prevent too great
a fall at once from an untenable
position. The gates of Janus are
not likely to open.
The message of President Harris
on transmitting the correspondence
with Chile to Congress on Monday
is a good summary of the entire
controversy. It is a matter-of-fact
and temperate document and will
commend itself to thanking people.
The responsibility now rests with
Congress—and Chile. The South
American Republic has been given
the ultimatum. It must make suit
able apology, make adequate repara
tion and withdraw the Matta note
which contained such a gratuitous
insult to the President of the Uui
ted States. This done the contro
versy ends. This refused, and the
whole matter is in the hands of
Congress to support the suggestions
of the President or to back water.
Peace or war-- which ?

WASHINGTON, Jan. 20.—This
Government to-day received a long
message from Minister Egan con
veying an offer on the part of the
Chilean Government for a settlement
of all the existing difficulties with
the United States. This dispatch
confirms in every particular the
Etatements made in the Associate
Press dispatches received from
Santiago last evening, which was in
effect that Chile had agreed to with
draw the offensive note sent by
Senorftlatta; to withdraw its re
quest for the recall of Minister
Egan, and to submit the Baltimore
affair to the arbitration of some
neutral nation, or to submit the
matter to a decision of the United
States Supreme court.
Egan states these propositions at
greater length than the press dis.
patch, but the exact additions can
not now be ascertained. There is
reason to believe, however, that the
Chilean government not only offers
to withdraw the offensive <note but
addition oilers to apologize for it.
It also agrees to the position
taken by the United States in re
gard to the right of asylum and
safe conduct of the refugees.
Egan's dispatch was submitted to
the Cabinet at its meeting to-day.
The entire question was discussed,
and it was understood that differ*
ence of opinion was developed as to
the propriety of accepting the offer
without modification so far as it re
lated to the submission of the ques
tion of Chile's liability for the at
tack on the sailors ot the Baltimore
to the arbitration of a neutral nation
or to the decision of the Supreme
Court. Without reaching a decision
the meeting adjourned.
The President will doubtless com
municate Egan's dispatch to Con
gress but will probably not do so
for several days unless it is called
for by the House.
President Harrison's message to
Congress, was well received and
highly commented upon, by said
body, on Monday. The position of
the President in the Chilean affair
will gain for him hosts of friends,
especially by those who claim Ire
land aa their native soil. This is
what the President says of Shields
who was cruelly beaten by public of
ficers of Chile:
'"Upon information received that
-p t , t 'rick Shields, an Irishmen and
roV . biy a British subject, but at
.tVP c a fireman of the American
i-teamer Keweena in the harbor of
Valparaiso) for repairs, bad been
subject to personal injuries in that
city—largely by the police, I di
rected the attorney general to cause
the evidence of the officers aiid crew
of that vessel to be taken upon its
arrival in Sail Francisco, and that
testimony is also herewhith trans
mitted. The brutality and even
savageness of the treatment of this
poor man by the Chilean police
would be increditable if the evidence
of Shields was not supported by
other direct testimony, and by the
distressing condition of the man
himself when he was finally able to
reach his vessel. The Captain of
the vessel says : "He came back a
wreck; black from his neck to bis
hips from the beating ; weak and
stupid, and is still in a kind of
paralyzed condition and has never
been able to do duty since."
A claim for reparation has been
made in behalf of this man for,
while he was not a citizen of the
United States the doctrine long
held by use as expressed in the con
sular regulations is: "The princi
pals which are maintained by this
government in regard to the pro
tection as distinguished from the
relief of seamen are well settled. It
is held that the circumstance that
the vessel is American is evidence
that the seamen on board are such .
and in every regularly documented
merchant vessel the crew will find
their protection in the flag that
covers them-"
I have as yet received to reply to
our note of the 21st instant, but in
my opinion I ought not to delay
longer to bring these matters to the
attention of Congress for such ac
tions as may be deemed appropriate."

MR. EDITOR. —1 thought that I
would step in with my little con
tribution and tell a few things that
has happened in this part of the
town. Your scribe has just come
home from the funernl of one of the
oldest inhabitants in this part of the
county, Samuel Hoagland, he de
parted this life on last Sunday morn
ing Jan, 17, at 4 o'clock. By his
death we loose a fine neighbor and
an upright man, there could be a
good deal said of him concerning
his early life, when this county was
a howling wilderness. The pastor
of the Forksville charge officiated.
I did not hear his name but he is a
fine talker and made a good im
pression. I must not pass without
saying a word for A. A. Collins, the
undertaker, who rendered excellent
service in waiting on the mourners
to mak« them comfortable and then
to distribute the pall bearers with
appropriate badges. Mr. Collins is
a man in the right place and calcu
lates to have everything first class.
Madam rumor has it that one
blooming widow of fifty or more,
has taken to herself a shy husband
of thirty. We wish them comfort
for all life.
