Richard C. Sinsabaugh died
week in Benton Harbor, Michigan, and
has been burled at that place. He
was horn in Litchfield and was prom-
inent in Athens political circles many

Wall Street Hecovers From Record
Stock Decline Without a Fallure,
NEW YORK, March 18 After an
hour of feverish prices, accompanied by
heavy trading, continued wild rumors
and much excitement on the floor of
the Stock Exchange, there was a sharp
recovery throughout the list. The im-
mediate eanse of the rally appeared to
be the bellef that the clearing house
sheets would show no failures,
When the clearing sheets were made
public it was shown that the houses of
fwth the Stock and Consolidated Ex-
changes had weathered the storm safe-
ly. The rally continued, aud the belief
was generally expressed that the worst
was aver and that there would be mo
repetition of the last few days’ drops
in prices
The opening prices were (rom two to
seven points up for some of the active
Issues, hd the whole list was Ligher,
but it was uot long before sudden
drops were reported in rapid succes
and the trend of prices became se
utieertuln that it was impossible to say
whether the movement en the whole
was up or down
Instances of sharp gains were those
in Unlou Pacific, which cawe out at
130 to 129 compared with a closing
price of 124% the ulght before; St
Paul 132 compared with 125, Reading
102 to 104 for 15,000 shares against
03, or a gain of § to 11 points; Amaiga-
mated Copper at $8, an advance frem
K1, and Penpsylvania 119 to 120 eem-
pared with 115%,
Within fifteen minutes after the
opening prices were heading rapidly
downhill again, and In half an heur
such declines as these were witnessed:
Pennsylvania, from 120 to 116%: Un-
fou Pacific, from 130 to 1274; North-
ern Pacific, from 125% to 121; New
York Central from 117 to 11444; Read-
ing, from 104 to 99%; Amalgamated
Copper, from 90 to 83%. and Canadian
Pacific, from 1714 to 188'5. Through-
out the first hour the market continued
feverish, and the spectators who
thronged the exchange's gallery had
their money's worth of excitement
Over 2.000000 shares of stock chang-
ed hands during the day. After the
noon hour prices became steadler, A
rise in Union Pacific In the last hour
revived rumors of a change of control
of that property from Harriman to
Morgan Interests. At Mr. Harriman's
office the rumor was treated as too ab
surd for denial, and at the office of J.
P. Morgan & Co. It was sald that ne

ORDINANCE NO. 24.
AN ORDINANCE granting to the
[Sayre Electric Company, a corpora-
tion of the State of Pennsyivania, hav-
ing its principal office in Sayre Bor-
ough, its successors or assigns, the
privilege of erecting and maintaining
| poles, wires, cables, and conductors
of an Electric lighting. beating and
power sysiem, over, under and along
the public streets, avenues, lanes, al-
leys, and public grounds within the
Borough of South Waverly, County of
Bradford ard State of Pennsylvania
Be it enacted by the Burgess and
Town Council of the Borough of
South Waverly, and it Is hereby enact-
¢d by the authority of the same
Section 1. That the said Sayre Elec-
tric Company, its successors or as-
signs, Is hereby granted the rights
and* privileges of erecting and main-
taining poles, wires, cables and con-
ductors over, under and along the
public streets, avenues, lapes, alleys
and public =rounds, within the cor-
porate iimits of sald Borough, as they
now are or shall be hereafter extend-
ied, for the purpose of supplying light,
| heat and power to sald Borough and
its inhabitants for {lluminating, heat-
mg and mechanical nurposes, by
{means of electrical currents, and to
ioperate, use, maintain repair and ex-
tend the same over, under and along
the public streets, avenues, lanes, al-
leys and public grounds in sald Bor-
ough and for the purpose aforesaid
to make all necessary excavatious for
poles, etc, In any and all of sald
{streets avenues lanes, alleys or pub-
lic grounds at any and all times,
under the following terms and con-
ditions
Section 2. All poles shall be of
good sound cedar or chestnut, reason-
ably straight and pronerly shaped, and
shall be set inside the curb line at
such paints as shall be designated by
Council.
Section 3. All wires used shall be
of first class auality. properly insula-
ted, same to be properly stayed and
maintained. and where strung on
poles said poles shall be of sufficient
height and the sald wires shall be
strung at such height above the
ground as directed by the Street Com-
mittee of the Borough Council.
Section 4. All poles, wires, cables,
appliances, structures and erections of
every kind used or employed in, upon
or over any of the streets, avenues,
lanes, alleys or public grounds with-
the distribution of electricity under
this ordinance, shall at all times be
kekpt and maintained in good and
proper order and repair and in a safe,
suitable and proper condition.
Section 5. The sald Sayre Electric
Company, Its successors or assigns,
shall at all times hereafter save and
keep harmless the Borough of South
Waverly from any and all suits, ac-
tions, damages, costs, counsel fees
and expenses of every nature and kind
by reason of the rights and privileges
hereby granted
Section 6. The sald borough shall
have during the term of this franchise,
without charge therefor, the right to
use the poles of the sald Sayre Elec-
tric Company, Its successors or as-
signs, for police and fire alarm wires,
without hindrance or molestation,
using for the sald purpose the upper-
most portion of the poles.
Section 7. Should the said Com-
pany. {ts successors or assigns, at
any time decide to place its wires,
enblies or appliances or any other
part thereof underground jt shall
have the right to construct the neces-
sary underground subway or conduits
in, under, on or across the streets,
illeys. lanes, avenues and public
places within the sald borough for

Section 8 This Franchise shall
terminate at the expiration of thirty-
five ykars from the date of its grant-
ing
half, shall within thirty days from
this franchise with the clerk of The
Borough Council and shall pay the
expense of drafting and advertising
this Ordinance.
Section 10. A failure on the part
of the said Company, its sucessors or
assigns, to fully comply with all :
terms and conditions of this fran-
rights thereunder, void and the same
shall thereby be forfeited.
Section 11. The franchise hereby
granted shall not be considerad as de-
priving the Borough of South Waverly
from granting other franchises for
furnishing Electric light, heating and
power, to other Companies.
Section 12 The sald Sayre Electric
Company, its successors or assigns,
shall pay into the treasury of South
Waverly Borough during the month
of January, 1308, the sum of Fifty
(350.00) Dollars as a franchise tax;
during the month of January, 1909,
January, 1910, the sum of Seventy
($70) Dollars as a franchise tax: dur-
ing the month of January, 1911, the
sum of Eighty ($80.00) Dollars as a
franchise tax; during the month of
January, 1912, the sum of Ninety
($80.00) Dollars as a franchise jax:
during the month of January, oD
the sum of One Hundred ($100.00 Dii-
lars as a franchise tax; and a Hi:
sum of One Hundred ($10000) I
during the month of January of
term of this franchise, as a franchise
tax The said sum to be In leu of all
other local taxes.
Section 13. The Sayre Electric
Company, its successors or assigns
shall, during the term of this fran-
