. John D. Fice's wife sustained a
stroke of paralysis on Friday last and
for a time was in a serious condition
She is improving, however, at the
present time. Mr. and Mrs Fice re-
side on Elmira street, Athens
The St Cecilia Music Club met ast
evening at the home of Walter Ademy
and enjoyed a very pleasant social
and musical time. They amused
themselves with games, and singing
and after that they sat down and had
their refreshments. The meeting was
a very pleasant one
Miss Minnie M. Willlams, who has
made such a brilliant professional
reputation as a dramatic reader in
England, Ireland, Scotland and Wales
for the past twelve years, has been en-
gaged to give a recital In the Spald-
ing Library Buliding, Tuesday even-
ing, April 2, 1907. She has recelved
the highest enconiums from the liter-
ary people and press all over the
world and it is very fortunate tha:

been able to secure her for this oc-

Walker, second child of
Cynthia Fraokiin was born at
Lenawee Co, Michigan, August
1837. Her futher was a son of -
ly Frankiiu and grandson of the late
Col. John Frankifu. AL the age of 17
he came to live with bis grandfather
in Atheus and remained thers until
after the death of the Col. In 1831. In
uey and moved to Michigan, then a
farm there and remained until his
death In 1845.

in Seneca, Michigan, and was married
there on the 9th day of the easuing
August to Zephon F. Walker. After

Col. John Franklin homestead, where
ihe spent the following fifty-two years
of her life.
Mrs. Walker raised a large family
namely: Frank Z. Walker, Nathan F
Wilker, Fred I. Walker, Ciara A. Bon-
foey, Ada M. Walker and Helena L.
Walker, all of whom survive her ex-
cept Frank Z who died In February,
1905.
She led an active life the business
calling of her husband, Mr. Zephon
F. Walker (a civil engineer.) calling
him 50 much from bome, making her
home duties very ardous as the entire
care of the family and household all
devolved upon her. She was a thor-
ough Christian woman and inculeated
its principles in her family at all
times. Her long continued residence
at the old homestead brought her in
touch with many people. and the
friends that she Jeaves behind her

Elected Ofticers.
Athens—The annual meeting of the
Presbyterfan Women's Missionary so-
ciety was held Wednesday and the
following officers were elected: Pres-
ident, Mrs. Vine Crandall; vice presi-
dent, Mrs. J. S. Thurston; secertary,
Miss Hristoll; foreign sociely treas-
urer, Mrs. F. A Gillett; home treas-
urer, Miss Armstrong; secretary of
literature, Mrs, C. H. Satterlee; sec-
retary of temperance. Mrs. von Tobel
Mrs. F. I. Estabrooks will have
charge of the Missionary study class
and they will take up the study of
the “Islands of the Pacific” this year.
The Athens soclety Is the largset In
the Lackawanna Presbyterry and
they stand high in the work of the
organization
Orson Holcomb,
Athens—Orson Holcomb died at the
Stimson house at 6:30 o'clock last
night aged $2 years. He was born
in Windham, Greene county, N. Y.,
August 22, 1814, and was never mar-
riled. He was an uncle of Geo. H.
Stimson and was foreman of his tan-
nery in Luzerne county, comng to
Athens with Mr, Stinson 20 years ago
and he has resided with him ever
since. He leaves a brother, Isaac
Holcomb In New York city, and Dr
Holcomb of New York is a nephew.
His funeral will be private from the
Stimson house tomorrow afternoon at
1:30 o'clock and his remains will be
taken on the 10:28 Erie train to Al-
bany, N. Y., for Interement

ORDINANCE NO. 24
AN ORDINANCE granting to, the
Sayre Electric Company, & corpora-
tion of the State of Pennsylvania, hav-
ing Its priocipal office in Sayre Bor-
ough. Its successors or assigns, the
privilege of erecting and maintaining
poles, wires, cables, and conductors
of an Electric lighting, healing and
power system, over, under and mong
the public sireets, avenues, lanes, al-
leys, and public grounds within the
Borough of South Waverly, County of
Bradford ard State of Pennsylvania
Be it enacted by the Burgess and
Town Council of the Borough of
South Waverly, and it is hereby enact-
«d by the authority of the same
Section 1. That the sald Sayre Elec-
tric Company, its successors or as-
signs, Is hereby granted the rights
and privileges of erecting and main-
taining poles, wires, cables and con-
ductors over, under and. along the
public streets, avenves, lanes, alleys
and public ecrounds, within the cor-
porate limits of said Borough, as they
now are or shall be hereafter sxtend-
ed, for the purpose of supplying light,
heat and power to sald Borough and
its inhabitants for illuminating, heat-
mg and mechanical nurposes, by
means of electrical currents, and to
operate, use, maintain repair and ex-
tend the same over, under and along
the public streets, avenues, lanes, al-
leys and public grounds in sald Bor-
ough and for the purpose aforesaid
to make all necessary excavatious for
poles, etc, In any and all of sald
streets, avenues, lanes, alleys or pub-
lic grounds at any and all times,
under the following terms and con-
ditions
Section 2. All poles shall be of
good sound cedar or chestnut, reason-
ably straight and proverly shaped, and
shall be set Inside the curb line at
such points as shall be designated by
the Street Committee of the Borough
Council,
Section 3. All wires used shall be
of first class nuality. properly insula-
ted, same to be properly stayed and
maintained. and where strung on
poles sald poles shall be of sufficient
height and the sald wires shall be
strung at such height above the
ground as directed by the Street Com-
mittee of the Borough Council.
Section 4. All poles, wires, cables,
appliances, structures and erections of
eyery kind used or employed in, upon
or over any of the streets, avenues,
lanes, alleys or public grounds with-
in sald Borough for the purpose of
the distribution of electricity under
this ordinance, shall al all times be
kekpt and maintained in good and
proper order and repair and in a safe,
suitable and proper condition.
Section 5. The sald Sayre Electric
Company, its successors or assigns,
shall at all times hereafter save and
keep harmless the Borough of South
Waverly from any and all suits, sc-
tions, damages, costs, counsel! fees
and expenses of every nature and kind
by reason of the rights and privileges
hereby granted.
Section 6. The sald borough shall
have during the term of this franchise,
without charge therefor, the right to
use the poles of the said Sayre Elec-
tric Company, Its successors or as-
signs, for police and fire alarm wires,
withont hindrance or molestation,
using for the sald purpose the upper-
most portion of the poles.
Section 7. Should the said Com-
pany, Its successors or assigns, at
any time decide to place its wires,
cables or appllances or any other
part thereof underground it shall
have the right to construct the neces-
sary underground subway or conduits
in, under, on or across the streets,
alleys, lanes, avenues and public
piaces within the sald borough for
sald purpose. Sald work to be done
under the direction and supervision
of the Borough Council and the
streets, lanes, alleys, avenues and
public grounds of sald Borough shall
be placed In as good condition after
the work has been done as they were
before, and in case the said Com-
pany, Its sucessors or assigns, fall to
clean dp the sald streets, avenues,
lanes, alleys or public grounds or
make necessary repairs, In that case
the Borough shall have the right to
do sald work, and collect the cost
thereof, with all costs, expenses and
counsel fees, from the sald Company,
its successors or assigns.
Section 8. This Franchise shall
terminate at the expiration of thirty-
five years from the date of its grant-
ing.
Section 9: The sald Company, or
some one duly authorized In its be-
half, shall within thirty days from
this date file a written acceptance of
this franchise with the clerk of the
Borough Council and shall pay the
expense of drafting and advertising
this Ordinance,
Section 10, A failure on the part
of the sald Company, its sucessors or
assigns, to fully comply with all the
terms and conditions of this fran.

rights thereunder, void and the same
shall thereby be forfeited.
Section 11. The franchise hereby
granted shall not be considered as de-
priving the Borough of South Waverly
from granting other franchises for
furnishing Elee¢tric light, heating and
power, to other Companies.
Section 12. The sald Sayre Electric
Company, Its successors or assigns,
shall pay Into the treasury of South
Waverly Borough during the

($60.00) Dollars as & franchise

sum of Eighty ($8000) Dollars as &
franchise tax; during the month of
January, 1912, the sum of Ninety
($50.00) Dollars as a franchise tax:
during the month of January, 1913,
the sum of One Hundred ($100.00 Dol-
lars as a franchise tax: and a like
sum of One Hundred ($160.00) Dollars
during the month of January of each
and every year thereafter, during the
term of this franchise, as a franchise
tax The sald sum to be in lley of all
other local taxes
Section 13. The Sayre Electric
Company, Its successors or assigns,
shall, during the term of this frag-
chise, furnish Electric light free of
charge fo the Borough of South Wa-
verly for lighting the Borough lockup
and Town Hall both inside and out-
side
Section 14. This Ordinance shall
be effective after baving been proper-
iy passed, signed, advertised, accord-
ing to law, and accepted by the sald
Company.

ed by the South Waverly Council at
A meeting held on the Fourth day of
March, 1907,
