When the franchise was granted the council insisted that a certified check for $300 be put up by the promoter and also that he pay for advertising the ordinance. The promoter has failed to put up the check and also to pay for the publication of the ordinances. The time limit on the check expires on July 5, and if the check is not forthcoming the franchise will be void.
