H. Mercereau, { » ing Schools Upon the State Athens — The Atheas Free School Club has been organized with Dr. C. L. Stevens, president, and J. W. Beaman, Esq, secretary. Its objects are “to take such action as will result in the removal of the school tax from the farm and home and to have the state appropriate the entire cost of the public school system, thus relieving the people of its greatest tax barden.” A meeting of the club was held in Odd Fellows hall last evening to which the public were invited There was not a large attendance, but the audience was composed of progressive spirit of the age, and the discussion brought out some very pertinent facts in regard to the situation. President Stevens, on calling the meeting to order, said that it was not expected that the objects could be reached at once, but the time had come when the matter should be discussed in such a way as to lead up to a practical solution of the problem. He intro duced Superintendent H G Put- nam, who said that he had not hunted up facts and figures, but that he thought it .would be a good thiag to follow out the plans of the club. The whole system of our schools has been based upon local control, and this is right when the local control is just what it should be. The people are loyal and pay their school taxes volun- tarily. The state obliges the legis- lature to appropriate a sum of money to support the schools. To a certain extent the people have not exercised that care over the conduct of the schools that they should, and it has been necessary to enact laws requiring so many months’ school each year, regulat- ing teachers’ salaries, and compul- This shows that no perfect local author tly exists and that it would be more satisfactory to have the state bear all the expease of the schools and exercise full control over them This will produce a higher stand ard in the country schools and a uniform system of instruction. The purpose is to obtain the money from taxes on corporations | have no idea as to what extent this will provide the necessary funds, but the proposition is a wise one. These corporations secure their franchise from the state and they should pay into the state treasury a reasonable amount in taxes to defray the necessary drafts upon the funds of the state. Mr. Putnam then mentioned some of the objections to the proposed sys tem, but said that its advantages were so largely above them that he favored the plan. J. W. Beaman read from the re- port of the coal interests that there was $120,000,000 balance on un- taxed coal from the fraudulent understating of the Lehigh com pany and as much more from the Reading, which if made to bear their proportion of the taxes would supply the $28,000,000 necessary for the school appropriation Hon.
