For some time past a full grown man, dressed entirely in Black has been terrorizing wom- cn who were compelled to pass the avenue bridge after the shades of evening had fallen. Complaints were en tered to the Waverly police and they at once set out to apprehend the man. The com- missioners and auditors held a meeting yesterday and the ques- tion was discussed, but no action was taken as it was thought proper to wait until the next treasurer was elected and sworn in so that he might have opportunity to present his side of the case.
