DEMOCRACY IN CONNECTICUT.-It IS stated
that the Democratic candidate for CioVernor

the "new departure," and -is now running
npon the Universal Suffrage platform. It is
also Ondergtood that he Is in. training as a
Presidential candidate.on the same bisis. A
dispatch says:
"Mr. English has madethe following eitp6.si
tion of his views on the Fifteenth Amendment:
He coniddered that a settled nodter. The
amendment was ratified and made a part of the
fundamental law of the land, and no amount of
oppos, ition was going to affect its practical ope
ration. For himself when in Congress., in MO,
he voted for the aholition of slavery in the Dia-
triet of Columbia, he foresaw thii:result. He
caiit that vote with a clear perception that the
removal of shivery from the District was but
the first step to its complete abolition through
out the country, nd that the emancipation of
the slave race would naturally result in their
en franchiSetnent- •
' Ile thought that Democrats everywhere should •
accept this result and profit by it. . The had
more to gain from the enfranchisement of. the
negro than,the 'Republicans. The Republlitan
is an aristocrat, and the negro known, it. lit
has no sint , ere friendship for the African ' only
as he can jised„Lim. On thy contrary, the Dem
ocratic i irshy•lS oointiosed of the workingmen of
the country. The ncgrcs is thrown limo close
relations with that class; We see the white
Democrat amithe negro working . together in
'perfect hafinuny In' l& holdsof our ships, along
ur Arharvesoln our strects, on our (antis—
everywhere where labor is emplOyed.
The negrn naturally has more confidence_
in this white man that manifests his friendsh4
for him by working with him, and is influenced
by MM., lle has sufficient.sense.almo to see that
his interests are identical / with those of the
%%bite hiborer. Thus his vote will be cast with
the laboring man's party, which is the Denio
cratic party. The DemocraLs will therefore gain
this eleinent by its enfranchisement. , Half the
Connecticut negroes would vote the Democratic
ticket. Half the old eulored residents of Con
necticut would to-day vote the Denmeratie
ticket if they were permitte(t to vote, and a
larger maj4irity of them would heroine, Demo
crats So'soon as they comprehended therempon
