one of which returns the president of suid
board shall forthwith lodge iu the ottico of the
prothouotary of tho court of common picas of
such county, and the other he shall enclose In
an envelope, whicli envelope lie uluill seal aud
direct to tiiu secretary of tho commonwealth,
and place It in the nearest post otllce.
(i. In case of the election of president judge
of any judicial district composed of two or
more counties, at a meeting ol tho return Judg
es of each of such cminlics,tlie clerks aforesiid
uluill make out a fair statement of all the votes
which slmll have been given at such election
within tho county for every person voted for
as such president judge, which shall bo signed
by said judges and attested by the clerks; and

statement, and shall produce tho samo at a
meeting of one judge Irom each of said coun
ties, which meeting shall bo held on the sev
enth day after the election, at tho court houso

'No nersnn shall bo permitted to voto at any
election ns aforesaid but a white freeman of
tho ago of twenty-one years or more, who shall
have resided tn this State at least ono year, and

election, and within two years paid a suite or
county tax, which shall have boon assessed at

In case tho person who shall have receiv
ed the second highest number of votes for
inspector shall not attend on the day of
election, then the person who shall have
received the second highest number of
votes for the next spring election shall
act as inspector in his place ; and in case
the person who shall have received the
highest number of votes for inspector shall
not attend, the person elected Judge shall
appoint an inspector in bis, place; and in
case the person elected judge shall not at
tend, then tho inspector who reoeived tho
highest number of votes shall appoint a
judge in his place, or If any vacancy shall
continue in the board for the space of one
hour after the time fixed by the law for the
opening ofthe election, the qualified voters
ofthe township, ward, or district for which
such officer shall have been elected, pres
ent at the place of election, shall select one
out of their number to fill the vacancy.
Pursuant to the provision contained
in the 7th section ofthe aot first aforesaid,
the judges of the aforesaid districts shall
respectively take charge ofthe certificates
of return ofthe election of their respeotive
districts, and produce them at a meeting of
