Considerable having been said about the official paper used by President Ar thur, and it having been intimated —by some small people who presumably could find nothing of more importance to peck at —that "Oflice of the President of the United States" smacks of imperialism, the Cleveland Herald comes to the front with the following: "The late Gen. Gar field, when he was Chairman of the Com mittee 011 Appropriations, found that ev ery appropriation made for the executive oflice, for salaries, etc., was made for the "Office of the President," and so when he came into the Presidential officio, he caused to be engraved for use at the White House in oflicial business for trans mitting nominations, the heading to which objection has been made, and President Arthur is simply using the pa per and commissions which were order ed by his predecessor. Commenting 011 the great and almost unprecedented number of oflice seekers now in Washington a prominent Senator says that since the beginning of the ses sion he has spent more than his salary in sending oftlce-seekers home. Many eppl'cants from his State, some of them utterly unfit for clerical service, had spent week after week seeking an ap pointment, had become down-hearted, some of them destitute, and as charity to them, and in order to get rlcl of them he had furnished them with railroad tickets to their distant homes. The country is quite ignorant of the jewel of a man it possosses in its new premier, Frelinghuysen. A Washington paper says that "011 a wintry night, when the sleet was driving and a poor Irish woman was struggling along the icy pavement with a bundle in her arms, Sec retary Frelinghuysen came out of his house 011 his way to a state dinner and with courtesy invited her to take his carriage and tell the driver where to take her." The Secretary of War, like the Seereta ry of the Nav} r , shows in a recent report that while the United States is, in case of war, just two weeks from an attack, it is several years, two at the nearest, from a defense. Ex-Governor Straw, of New Hamp shire, has been declared insane by a judi cial commission 011 petition of his wife and daughters. Rebecca Bates, who, with her cousin Abbic in 1812, scared off several boat loads of British troops, by sounding the roll call behind the rocks on the beach, died at Scituate, Mass., 011 Wednesday.
