David Davis, now Vice-Pres ident of the United States, in a recent letter states: "Great corporations and consolidated monopolies are last seizin- the "venues of power that lead to the control ot the Government. It is an open secret that tliev rule States through procured leg islatures and corrupted courts, that they are strong in Congress, and that the\ are unscrupulous in the use of means to conquer prejudice and acquire iiiliuenee. This condition of things is truly alarm ln- for unless it be changed quickly and thoroughly, free institutions are doomed to be subverted by an oligarchy resting upon a basis of money and corporative power." The New York Times (Hep), in an ar ticle regarding the encroachment of cor porate power says : "It is not only absorbing to itsell the fruits of labor and the gains ot trade and piling up wealth in the hands of the few, but it is controlling legislation and en deavoring to sway the decisions of coin s in its own interest. We are now at a stage in the contest where the poop e may vindicate their authority and pDce these corporations under the regulation of law." There is no question that there is da 1- ger from the sources above retailed to. The people, against this power, are ac tually powerless from the lact that lail roads are a concentrated power, while the people are scattered. II a Member or Senator stand up against this power he is soon disposed of by false accusal ion and malicious insinuations. The men who take the railroad money know how to destroy the usefulness ot honest, in dependent men, and it is systematically done. Men of known integrity and abili ty ought to be chosen in advance of nom inati ms. The troubles in Ireland are tar from settled. The first decision under the Land act are all that should be desired, but tncre are to be reviewed, and the power of the landlords is so great that the rents may be placed as high as ever. Despite the severe coercion measures,out rages are still rife, and it is impossiple to exercise the rights of property except at great personal risk. The cases hitherto decibed py the Land Commission were precisely those contemplated by the Land act; out the deciaions were subject to revison, and wtien the ordinary Irish estates came before the court the gen eral reductions of rents would probably not be continued. Compensation to laublords would have to be considered by l'arliment. In concluding, Lord Halting ton said the Government would continue to act with unswerving firmness and in exhaustible patience. A petition is in circulation requesting the Presid nt o appoint Gen. O. E. Lab cock Superintendent of Public Buildings and Grounds, the place formerly held by Col. Rockwell. It is urged that Gen. Babcock was Superintendent of Public Buildings and Grounds when the greatest improvements were made in Washington and that he was an energetic oflicer,keep ing the public grounds in better condi tion ih m any of his successors. Gen. Babcock is now connected with the Light-house Board. There's one thing the deatli-rattle in surance companies can't do and that is to insure themselves against their own dissolution, which is now only a question probably, of a few weeks. In the case of Pacific Bank at Boston, the Comptroller has decided that a debtor can offset the certificate of deposit issued to him in liquidation of his own debt. Citizens of Wilkesßarre have sent petitions to Washington asking for the removal of Postmaster Smith, who is charged with having di felted the fiee postal delivery to which the city was entitled.
